Certificate of Appropriateness - 7 Front StreetlDavid & Virginia Hart,nett Mr. Finch takes a few moments to pass a few pictures around provided by him and the Hartnett's so the board may familiar themselves with the exact location the fence will be placed. Mr. & Mrs. Hartnett presents a similar sample of the fence to the board along with a catalogue. The fence will be made of aluminum, 4' high, black powdered paint with picketts. The fence will be placed on street frontage only. A 10" to 12" footing will be poured on top of wall to cap it about 10" high. A core will be placed every 8' going down 12". Mr. Finch asks ifthere are any comments for or against the proposal from the public. Residents from 3 South Street and 12 Davis Street commented this fence will add character to the neighborhood and will also provide safety for children. They wish this fence to be installed ASAP. Mr. Frates questions if there will be any openings in the fence. Mrs. Hartnett says yes, two openings in fence; gates that will swing out, one to be in front of her doorway. He also questions if fence has tolerance for expansion and asks the Hartnett's to take that into consideration. Mr. Younger questions the footing core to confirm every 8', 12" down. He also questions the vines the Hartnett's say they wish to plant along wall to cover fQoting. Mr. Younger wishes them to maintain 12" width along entire wall. Mr. Lewis' concern was the uneven edge the cap would be against. Page 3 4. Replacement Windows - 2 South Strcet/Communitv Dcvelopmcnt Mr. Finch was contacted by the Community Development Office (CDO) regarding 2 South Street. The owners wish to replace windows \'lith the help of the CDO. The CDO questions what windows will be acceptable by the Historic Commission. Mr. Frates questions whether they will be replacing and deleading the entire casings and what the deleading program regulations are. The board discusses a variety of windows that can be placed in the house but agrees to wait for CDO and residents to come back with specific window they wish to use. They agree that a single glazed 2/2 thru-muntin wood window sash matching the existing (which are mostly 20 years old replacement sash) would be an in kind replacement and not require a Certificate of Appropriateness, but a new sash with an attached ~xterior storm panel would require a Certificate. 5. Atlantic Realty Trust - Mr. Corsetti/62-64 Water Street Mr. Finch reported that Mr. Corsetti filed plans regarding 62-64 Water Street to initiate a Certificate of Appropriateness request on May 31, per his Purchase and Sale Agreement for the property and subsequently stated these were only prelimin&;ry and would be followed up with revised plans. Mr. Finch stated that the revised plans had riot been filed yet and distributed the preliminary May 31 plans to the board members for their information. Mr. finch states that as an abutter to this property, he will not participate in any substantive discussion of the proposal and that he is distributing the plans as a strictly administrative matter. Mr. Finch stated that Mr. Corsetti is expected to file revised plans for CertifiOflte of Appropriateness in the near future. 6. Antique Shoppe - 1 Front Street The Antique Shoppe wishes to redo roof They question if Cert. Of Appropriateness is required. Mr. Finch and other board members agree if replacing with exact saflle material and same color no Cert. Of Appropriateness is required.
