2001-09-13 Historic Commission Meeting Minutes - September 13,2001 Page 1 CITY OF BEVERLY Public Meeting Minutes BOARD: SUBCOMMITTEE: DATE: BOARD MEMBERS PRESENT: Historic Commission BOARD MEMBERS ABSENT: OTHERS PRESENT: RECORDER: September 13, 2001 William Finch, Matt Lewis, James Younger John Condon John Frates & Alan Synenki Diane Presutti The meeting was called to order at 7: 15 p.m. 1. Certificate of Appropriateness - 8 Davis Street/John & Jackie Stanwood Mr. Stanwood approaches the Board for a COA regarding his property at 8 Davis Street. He continues to distribute a picture of his home dated back to 1941. He states his desire is to restore original clapboard and shutters, remove siding, install a small window to front entry way and install windows to back porch to create a greenhouse type room. He also wishes to erect a privacy fence. The fence will obstruct most of the back porch from the street allowing the top of the porch windows to be visible. He stated he has saved 70% of the north side of the house and 50% or more of the south side. The shutters will be chrome green and the house will be boothbay grey. He also distributes some drawings of one octagon and one oval window he wishes to use in the front entry way. Mr. Younger shows his concern regarding the visibility of the back porch from the street and Mr. Stanwood sketches to show Mr. Younger the exact location of the fence. Mr. Finch opens the meeting to the public. Mr. Gonzalez of9 Davis Street, a resident for 45 years states his approval of the changes Mr. Stanwood wishes to make. Mr. Lewis motions to close the public hearing, seconded by Mr. Younger. Page 3 2. Other Business Mr. Finch asked the Board members if there is a section in the bylaws wish states if a home repair is minor enough to eliminate a hearing. He brings to the Board attention of Mr. Bob Neely of 26 Front Street who wishes to install pressure treated hand railings to his already replaced stairs on his home. Mr. Finch states Mr. Neely phoned him regarding this matter. Mr. Neely wasn't sure if this minor alteration required a COA. Mr. Finch also emphasizes Mr. Neely's need for these hand rails. Mr. Younger reviews the bylaws that the Historic Commission follows and directs Mr. Finch that a hearing is necessary. He also suggests the need to create a map of the Historic District for recognition purposes. Mr. Condon motions to adjourn, seconded by? Motion carries 4-0.
