2002-05-23 City of Beverly, Massachusetts Public Meeting Minutes Board: Board of Health Subcommittee: Date: May 23, 2002 Place: Beverly Council on Aging, Arts & Crafts Room Board members present: Frank S. Carbone Jr., MD, Peter Hersee and Joseph W. Walsh. Board members absent: Others present: William Burke, Director of Public Health, Thomas Scully, Director of Community Services and Pat Zingariello, Public Health Nurse. Recorder: William Burke Chairman Carbone opened the meeting at 7:30 a.m. The minutes were accepted as mailed. Mr. Burke introduced to the Board, Ms. Elizabeth Macomber from the Beverly Chapter, American Red Cross. Back in January, the Health Department's Environmental Analyst, Joe Reale, along with the help of Beverly Chapter Red Cross and Ms. Macomber the Health Dept. was able to sponsor two 'Choke-saving Certification Programs for food establishment personnel. A third program was held on May 17th. Some 135 Beverly food establishment personnel have been certified by the American Red Cross in Choke-saving techniques. This is indeed a wonderful accomplishment. As a token of appreciation, Mr. Burke representing the Board of Health, presented to Ms. Macomber a teaching mannekin, 'Choking-Charlie' for their future use. Chairman Carbone praised the efforts of the Beverly Chapter and also Joe Reale, Health Department for putting it all together. Next on the agenda, Tuck Point Condo Association's waiver of swimming pool lifeguard requirement. Peter Hersee moved to accept, Jay Walsh seconded, approval granted. Mr. Burke presented new business to Board regarding Tans-R-In, a tanning salon owned by David Visconte who has been notified several times since December 2001 that his establishment has been operating without a valid permit from the Health Dept. The Board suggested sending an order letter to cease all operation immediately until permit is issued. Establishment could be posted and fined. Mr. Burke informed the Board that if the Health Department adopted the State Sanitary Code as local regulations then we could use non-criminal disposition, i.e., issue tickets for violations. He will research the matter further. April 27th the Household Hazardous Waste Collection Day was held successfully. It is growing each year. In 2001, 43,000 lbs. of electronics, i.e. televisions and computer monitors were collected and this year 60,000 lbs. were collected filling three 48' tractor-trailers. Mr. Burke told Board this is too great a number of electronics for a one-day event. The city is negotiating to have curbside pickup of electronics included in its next trash removal contract. The estimated cost of the event was $34,000. Salem's Wellness Fair on April 28th. Was very well attended. Mr. Burke and Ms. Zingariello have been collecting ideas for Beverly's Fair. Ms. Zingariello held Women's Health Day in May 14th at the Senior Center. About 60 persons attended, having screenings and collecting educational material. June 13th Will be Men's Health Day. The West Nile Virus Hotline is up and running. Residents are being asked to use it to report dead birds directly. The State will not be testing every dead bird. Selected birds will be boxed and delivered to Repository in Salem. Educational items will be featured in newspapers. Beach testing in Beverly will get under way June 5th on a weekly basis throughout the bathing season. The Senior Center Assistant Director has offered to share services of an Endicott student intern with the Health Department. Mr. Burke informed the Board that tobacco compliance checks for Youth Access were done recently. The Getty Station on Cabot Street has been caught selling to minors for the third time. They will be invited to next board meeting. The store faces a $200.00 fine and possible two to five day suspension of its license to sell tobacco products. The Corner Crossing Market had first offense with a warning being sent. American Petroleum had second offense receiving a $100.00 fine. Pat Zingariello gave an update regarding Community Calendar, Event Keeper and Health Dept. web site. New software is needed to keep website current. Pat informed Board members that she received a Grant for Suicide Awareness. Posters have been sent to the High School along with educational information. The sixth graders were provided with Skin Safety information, and a poster contest. Mr. Walsh wanted to be brought up to date with recent Budget 2003 meetings. Mr. Burke informed him that it was to be level-funded. Peter Hersee asked for an update on any septic problems and the ongoing Laine Chase situation. Mr. Burke spoke of 'Title Five Enforceable Agreements.' June 6th the Regional Boards of Health will again come together to discuss smoking regulations in a regional manner. A Beverly Public Hearing is being planned sometime in June and the next regulat monthly meeting is scheduled for June 27,2002.
