2005-11-02 CITY OF BEVERLY PUBLIC MEETING MINUTES BOARD: Open Space and Recreation Committee SUBCOMMITTEE: DATE: November 2, 2005 BOARD MEMBERS PRESENT: Robert Buchsbaum (Chairman), Suzanne Beaudoin, Tony Paluzzi, Pam Kampersal, David Brewster & Elizabeth Dunne BOARD MEMBERS ABSENT: Ellen Flannery, Patricia Adams, Paul Knight (Vice- Chairman) & Bill Squibb OTHERS PRESENT: Amy Maxner, Environmental Planner; Mary Reilly RECORDER: Amy Maxner Buchsbaum calls the meeting to order at 7:30 p.m. Approval of Minutes Paluzzi moves to approve the October 5, 2005 meeting minutes as amended. Seconded by Dunne. All in favor. Motion carries 6-0. Committee Membership Buchsbaum states that there is nothing new to report on this topic, aside from Mary Reilly submitting a letter of interest to the Mayor for MacNiel’s at large vacant seat. Reilly states that she understands that her letter will not be acted upon until sometime after the election. Field Trip Findings & Discussion Buchsbaum states several of the Committee members attended the field trip on Sunday, October rd 23 and investigated Tall Tree Drive access to the city owned land off the cul de sac, Branch Lane, Thissell Street and Greenwood Avenue. Discussion ensues regarding the access off Tall Tree Drive and the need to delineate that actual frontage and the fact that the private homeowner’s fence does indeed cross over city owned land. Buchsbaum asks Maxner if Roland Adams would be able to map the frontage with GPS. Maxner agrees to inquire with Adams about this. Beverly Open Space & Recreation Committee November 2, 2005 Meeting Minutes Page 2 of 4 Members discuss the access along Branch Lane, and agree that there is a need for signage to let the public know that it is in fact a public way. Members discuss that the use of the trail markers may be a suitable way to mark the roadway and placement of a kiosk at the trailhead would make the area less intimidating. Members discuss the trails off of Thissell Street, portions of which are contained on the Clapp property, which the Essex County Greenbelt holds a conservation restriction on. Members discuss the placement of the kiosk on Greenwood Avenue. Buchsbaum states that he spoke with Ed Becker and David Rimmer from Essex County Greenbelt about the kiosk and Rimmer and Becker are open to allowing the kiosk on their property. He states that Greenbelt is in the midst of designing signage, which would be a laminated as opposed to a traditional kiosk construction, but is probably a year or so away from being installed. Further discussion ensues regarding the exact location of the kiosk. Kiosks and Signage Beaudion states she will make the order for the trial markers and thinks that it won’t take too much time for the disks to be produced and shipped. Discussion ensues regarding the next kiosk poster that needs to be produced. Members agree Norwood Pond and Sally Milligan are the next priorities. Brewster states the trail map needs to include the trail on the Hill Property. Maxner states she will ask Roland Adams to help with getting this trail onto the map. Natural History Newspaper Articles Buchsbaum states there is a need for new articles for the Beverly Citizen and asks if there are any volunteers to write articles. Members discuss topics for potential articles. Kampersal and Dunne agree they will work on articles for the New Year. OSRD Draft Ordinance Buchsbaum states the hearing is still open and welcomes discussion on the draft. st Kampersal states that as it is written, she doubts that it will pass on Novemer 21 as there are some aspects of the language that may restrict the ability of the developer to use the property, specifically the 100 foot perimeter buffer may render a property unbuildable. Beverly Open Space & Recreation Committee November 2, 2005 Meeting Minutes Page 3 of 4 General discussion ensues regarding the ordinance and it is agreed that Maxner will provide a copy of the latest version for members to review prior to the City Council meeting on November st 21. Norwood Pond Conservation Restriction Power Point Buchsbaum states the Committee is scheduled to present the power point to the City Council on st Novemer 21, and he and Maxner will be presenting on behalf of the Committee. He states he spoke to the Mayor about it and the Mayor had no problems with it. He states that he spoke with Ed Becker of Essex County Greenbelt about the power point and Becker provided some additional language to add. st Maxner recommends setting a time prior to the 21 for members to review the power point, and th suggests Thursday, November 17 at 5:00 p.m. for those who can make it. Members ask that Maxner email the Committee a reminder of the meeting. Holiday Dinner Plans General discussion ensues on where to hold the holiday dinner. th Members agree to schedule the dinner on Thursday, December 15 at 6:30 p.m. at Pam Kampersal’s house. Members agree to communicate by email on what to bring, and thank Kampersal for offering her house. Other Business Buchsbaum asks if any members have other business that they would like to discuss. Kampersal states she will be attending the public involvement meeting scheduled for Thursday, th November 17 at 7:00 p.m. at the Conant Street church. She explains this meeting is regarding five parcels of land owned by the City located adjacent to the airport, most of which are hazardous waste sites and are undergoing remediation. She explains that a new remediation company, Alliance Environmental, is contracted by the City of Beverly and briefly explains what they have been asked to do by the City. She states her concern is that these parcels are up gradient to Wenham Lake and that if not cleaned up properly, they could pose a serious threat to the drinking water supply. A brief discussion ensues and members agree to place this item on the next agenda to evaluate these parcels in relation to the Committee’s priorities. Maxner agrees, for information purposes, to provide members copies of the Conservation Commission’s Chairman, David Lang, review letter regarding the investigation of these sites. Beverly Open Space & Recreation Committee November 2, 2005 Meeting Minutes Page 4 of 4 Salem Sound Coastwatch Salt Marsh Restoration Buchsbaum states Salem Sound Coastwatch has chosen an area of salt marsh off of Brackenberry Beach for restoration. He states there will be an informational meeting sometime in January with all the stakeholders and he will keep the Committee posted on this item. Outreach Buchsbaum states members should start to think about ways to boost community outreach and education about what the Committee does. General discussion ensues about ideas for community outreach activities. Members agree to place this item on the January agenda. Adjournment There being no further business to discuss, Paluzzi moves to adjourn. Seconded by Kampersal. All members in favor. Motion carries 6-0. Meeting is adjourned at 9:30 p.m.
