Dear Honorable Council:
The Centerville Improvement Society (CIS) owns a one-half interest in real estate
located at 437 Essex Street. The Society’s interest cannot be transferred without the
consent of the City of Beverly; and if either CIS or the owner of the other one-half
interest should cease to exist, ownership of the property would revert to the City of
Beverly.
As you know, CIS has received an offer for its interest in the property and is desirous
of accepting that offer. In order to do so, the City of Beverly must assent to the sale
and waive the right of reversion.
Therefore, in accordance with Chapter 30B, Section 16 of Massachusetts General
Laws, I am asking that City Council declare the City’s right of reversion to be
available for disposition. Once this is done we will obtain an appraisal of the City’s
interest and proceed as required by Chapter 30B.
