RE: RECYCLING GRANT EQUIPMENT
Dear Honorable Council:
This letter is to inform you that the City, through the Planning Department, has
received a grant from the Department of Environmental Protection for a used motor
oil waste tank, for technical assistance, and for consumer education material valued
at $15,428.05. I am forwarding to you the notice of the grant application as required
under City Ordinance Section 2-94.
The purpose of the used motor oil waste tank is to allow the city to help reduce costs
of our Household Hazardous Waste collection days and to recycle the used motor oil
in an appropriate way so that residents will not have to wait a year to recycle their oil
if they change it themselves. The tank will be located at the City Garage at 148 Park
Street and Clean Harbors or Triumvirate will be the entity to pick up the used motor oil
for the City at no or minimal cost to the City. The technical assistance grant is for
school chemical management allowing cleanup of the chemistry labs, and the
consumer education material is for over 19,000 City recycling calendars.

It has been a goal of mine since I became City Arborist (1997) to establish a qualified
and professional department as well as to bring the City to current standards for
municipal tree care. The purpose of this tree ordinance is to express municipal
authority over public trees, to assess responsibility to a municipal employee, and set
maintenance and management standards. The Forestry Department recognizes that
the design of the urban environment must ultimately be for the benefit of the quality
of life for each resident, and that a healthy urban forest is a key compound of the
quality of life. The focus of the Forestry program is balancing the needs of the
community with the needs of the urban forest.
