Crean, Mayor Referred to Finance and Property Communications from other City Officers and Boards #161 April 4, 2002 From: Philip Klimowicz, City Arborist Please Find enclosed a tree ordinance that I have drafted for your review and approval. It has been a goal of mine since I became City Arborist (1997) to establish a qualified and professional department as well as to bring the City to current standards for municipal tree care. The purpose of this tree ordinance is to express municipal authority over public trees, to assess responsibility to a municipal employee, and set maintenance and management standards. The Forestry Department recognizes that the design of the urban environment must ultimately be for the benefit of the quality of life for each resident, and that a healthy urban forest is a key compound of the quality of life. The focus of the Forestry program is balancing the needs of the community with the needs of the urban forest. I would like to thank you for your consideration. If you have any questions or if you desire additional information, please feel free to contact me (978-921-6068) Referred to Legal Affairs and Accounts 77 #162 April 3, 2002 Honorable City Council City Hall Beverly, MA Dear Council: We have been asked to look into the possibility of placing a STOP sign at the intersection of Stewart Avenue and Lindsey Avenue. The stop would be on Stewart Avenue. We have examined this location and determined it meets the warrants and a stop sign should be placed at this location. In accordance with the provisions of Chapter 89, Section 9, of the Massachusetts General Laws, and Chapter 14, Section 86, of the Revised Ordinance of the City of Beverly, we request the following stop sign: ADD: Stewart Avenue, westerly drivers on Stewart Avenue at Lindsey Avenue Very truly yours, Dennis O. With the new road construction, the road is now two lanes coming South on Rt. 97, the right lane being a turning lane. Presently vehicles are parking along this stretch of Cabot St. and interfering with the two lane design. Please take the necessary action to amend City of Beverly Revised Ordinances as follows: DELETE: C14-120 Cabot Street, westerly side from County Way fifty (50) feet north ADD: C14-120 Cabot Street, westerly side, from County Way to Tremont Street. Very truly yours, Dennis O. Tarsook, Traffic Sergeant Safety Officer Referred to Legal Affairs and Accounts 78 #165 April 5, 2002 Honorable City Council C/o Frances Macdonald City Hall Beverly, MA Dear Councilors, Could you please take the necessary action to make Cressy Street a DO NOT ENTER, at Elliott Street, . Because most of the newly constructed design of Cressy Street, at Elliott Street, Cressy Street is only sixteen and a half feet wide and unable to sustain two-way traffic. Making Cressy Street a DO NOT ENTER, at Elliott Street, would still allow the residents of Cressy Street to enjoy exiting their street in either direction, they just wouldn’t be able to enter Cressy Street from Ellioitt Street. Please take the necessary action to Amend City of Beverly Revised Ordinances as follows: ADD: C14-94 (3) (d) 95), Cressy Street at Elliott Street. Very truly yours, Dennis O.
