make it imperative that Beverly be prepared to deal with severe water shortages in
the coming summer months. The proposed amendment to Article V of Chapter 20
of the Revised Ordinances of the City of Beverly attached below will allow the city
to impose mandatory restrictions on outdoor water usage, in the event a water
shortage becomes severe and threatens the continued availability of water for the
essential needs of the citizens of Beverly and Salem.

I believe that it is important to make budgetary adjustments wherever they can be

August 1, the estimated market value of each resident homeowner’s property as of
January 1. Market value means the amount in cash a willing buyer who did not
have to buy would pay a willing seller who do not have to sell less costs of sale (i. e.
closing costs, attorney’s and/or broker’s fees, etc.).
This order will provide the homeowner a six months advance notice of what their
estimated tax bill for the fiscal year will be. The current policy provides only a 30-
day notice and a 14 per cent late charge.
