2004-05-06 City of Beverly, Massachusetts Public Meeting Minutes Board: Parks and Recreation Commission Subcommittee: Date: May 6, 2004 Place: Beverly Public Library Board members present: Mark Casey, Bill Collins, Jack O’Neil, Dave Gardner, Mike Gaudette Patti Adams, Arthur Powell Board members absent: Lauren Young, Gary Lambert Others present: Director Bruce Doig, Tom Scully, City Councilor Maueen Trubeterious Minutes from previous meeting were accepted as written DIRECTOR'S REPORT Touch A Truck: May 16th, 10-1pm at Cummings Center. Paul Guanci is donating lunch for all the workers from Super Sub. Dix Park: Many calls were received about the flooding at Dix...Health Dept. posted some signs warning of contamination...but a week later they felt it okay to remove the signs. We have rec'd many calls from concerned neighbors. The flooding did damage to the play equipment surfacing, exposing one of the concrete footings on the slide. Phil is working with some neighborhood volunteers to get this repaired. Lynch Park: Things looking better. DPW has been hard at work repairing pot holes, speed bumps and the curbing that was damaged over the winter. Some reseeding has also been done. Renovations are nearing completion! A few windows are left to install. Kiwanis has expressed interest in painting the building. Veteran’s Memorals at Odell Park: Discussed distributing of surveys. Still waiting for final Feedback from Rinus Oosthoek of Main Streets. Gloucester Crossing: Proceeding with plans but staffing is becoming a problem. No Endicott interns have materialized. One woman from the neighborhood is interested in working at park. Golf Cart: Invoice for $811 was given to John Lyons. We are waiting for a transfer of funds. Vending Machines: Planning to meet with new Purchasing Director to prepare a bid. Dog Park: Prospective sites will be toured on Saturday, 5/8/04. Bill Collins reports that the committee is trying to identify all the issues around building a dog park in Beverly. Breast Cancer 3 day walk: High School site was visited and concerns discussed with John Lyons and the Chris Velte, the walk's representative. Plans for the event are proceeding. Lynch Park Carriage House: Proceeding with plans to repair the roof now that Lynch Trustees have approved bonding $200,000 for the repairs. Tom mentioned that now that the money has been allocated, it is in the hands of the Ray Bouchard of the Planning & Construction Committee to generate bids and select contractors to complete the work. Lynch Park Advisory committee will th meet again on May 18. GREEN'S HILL Dave Gardner introduced Kathy Skrabut from the Open Space Committee and David Brewster, a neighbor who attended the Green’s Hill site walk and the Ryal Side Association meeting. At the information meeting that the Open Space Committee held, most people in attendance felt the area should be kept for passive recreation and disturbed as little as possible. After visiting the site it was suggested that experts be consulted for erosion problems and clearance of overgrown areas. Maureen expressed the neighbors ideas for a natural walking path and a buffer zone between the school. Neighborhood participation is expected. Dave suggests that the trail as mapped out be approved and marked. Dave will write up the project list. ADA compliance issues were discussed. MAY 2004 MEETING MINUTES - Page 2 COONEY FIELD: Bruce and Dave walked the site and after taking some measurements, it seems that with moving the fence between Cooney Field and Hurd Stadium, there is enough room for another field that could be used for football, lacrosse or soccer. BUDGET: Discussed the state of the Enterprise account. Revenues are down a little compared to this time last year. In the City budget some recent transfers have been made to balance part time salaries. The new non-resident parking coupons and hangtags are being printed. Discussed a carry in/carry out policy for trash at the parks and ball fields. At the ball fields, coaches would be encouraged to bring a trash bag with them to every game. Seems to works well in other communities. At Lynch bags could be made available at the gate. Meeting adjourned Respectfully submitted Gail Carmody Recreation Department
