2005-04-04 CITY OF BEVERLY PUBLIC MEETING MINUTES BOARD OR COMMISSION: Parking and Traffic Commission SUBCOMMITTEE: DATE: April 4, 2005 LOCATION: Third Floor Conference Room, City Hall MEMBERS PRESENT: Dennis Tarsook, Clark Mitchell, Sue Mueller, Tina Cassidy MEMBERS ABSENT: Bob Mead, Richard LaFave RECORDER: Tina Cassidy The meeting is called to order at 9:30 a.m. Cassidy explains that this meeting has been scheduled to discuss a request that will be submitted to the City Council this evening. The request, from Roof Investors, asks the City for permission to use a portion of the Court Street parking lot as a staging area during construction of the Beverly Crossing project. The developers are also seeking permission to relocate portions of the City’s sidewalk during construction. Cassidy outlines the specifics of the request: ?? The developer would use a 70’x80’ portion of the Court Street parking lot as a laydown and hoisting area for the crane that will be needed during construction. The developer has agreed to restripe the parking lot prior to using this area so that the number of parking spaces “lost” during construction will be eight (8) spaces. He has also agreed to reimburse the City for any revenue it would have received for those 8 spaces. ?? The developer wishes to close the existing sidewalks along Pleasant and Rantoul Streets for the length of the lot’s frontage, and to eliminate on-street parking in the same area. The temporary construction fence would be relocated to the curb line, and two rows of Jersey barriers would be placed in the street (in what is now the on- street parking spaces) to create a pedestrian walkway during construction. “No Parking” and “No Sidewalk” signs will be erected. ?? The developer suggests that the sidewalk closure will last only for several months, until the first few courses of masonry are in place along the walls that abut the sidewalk. As soon as possible, the sidewalk will be reopened as a covered sidewalk for the rest of the construction period. Use of the parking lot will last until at least December, but may last until April 2006. Cassidy adds that she has spoken with the developer at length about the request, and has suggested that the use of a portion of the parking lot should be kept on as short a timeline as possible and that the matter should be reviewed in December. Cassidy asks if there are any questions or concerns with the request. She reads a letter from Building Inspector Robert Nelson that indicates he has no issues with the request from a safety or building code perspective, and references a letter received from Tarsook on the matter. Cassidy says she will write a letter to the City Council on behalf of the Parking and Traffic Commission indicating the Commission’s view on the matter. There being no other business, the meeting is adjourned at 9:45 a.m.
