John Young presided.
Lindsay Diehl made the motion, seconded by Kathleen McMahon, to accept the minutes of
November 30, 2004 as read. Motion passed.

Report of the Library Director
1) Budget: Tom Scully met with Mayor Scanlon to discuss the library’s proposal to fully fund
FY2005 budget. The Mayor cannot make a commitment at this time. Tom Scully reported that
staffing will be a problem with the resignation of Dean Baumeister and the anticipated maternity
leave of Jocelyn Tavares. 2) Decertification: The Beverly Public Library will be officially
decertified on January 6, 2005.

Unfinished Business
1) Policy on Serving Decertified Libraries: There was a discussion on serving residents of
communities not certified as meeting minimum standards. Neil Olson made the motion, seconded
by Lindsay Diehl, to:
withdraw the proposed Policy on Serving Residents of Communities not Certified
as Meeting Minimum Standards of Service as presented at the November 30, 2004
meeting. Motion passed.
John Young presented a draft Policy on Lending to Residents of Municipalities with Closed or
Decertified Libraries. Neil Olson made the motion, seconded by Lindsay Diehl, to:
adopt the proposed Policy on Lending to Residents of Municipalities with Closed
or Decertified Libraries, as amended. Motion passed. (policy on file with these
minutes)
New Business
None
The next regular meeting of the Board will be Tuesday, January 25, 2004 at 7:00 P.M. at the
Main Library.
There being no further business, the meeting was adjourned at 7:45 P.M.
Policy on Lending to Residents of Municipalities
with Closed or Decertified Libraries.
The Beverly Public Library will deny borrowing privileges, including
interlibrary loan, to residents of communities with closed or decertified
libraries.
Service to library patrons is greatly enhanced by cooperative efforts of libraries
willing to share resources. This idea relies on every library making a contribution to
the collective effort. If a library fails to maintain minimum standards for collection
development, hours of operation, or staffing—as defined and governed by the
Massachusetts Board of Library Commissioners—that library puts excessive reliance
on other libraries.
As a participant in the certification and state aid program, the Beverly Public Library
shares its resources with the Massachusetts public libraries and residents of the
state whose libraries have been certified by the Massachusetts Board of Library
Commissioners.
To encourage all communities in our state to fairly fund their libraries and fully
participate in the cooperative effort, the Beverly Public Library Trustees voted to
decline borrowing privileges and library services to decertified libraries and the
citizens of those communities.
The Beverly Public Library will continue to welcome all residents of Massachusetts
to its reading and reference rooms regardless of the certification of their hometown
libraries.
