2005-01-12 City of Beverly, Massachusetts Public Meeting Minutes Board: Board of Health Date: January 12, 2005 Place: Beverly Council on Aging Board members present: Frank S. Carbone Jr., MD, William J. Alpine, Jr. & Joseph W. Walsh, Jr. Board members absent: Others present: Jim Lindley, Animal Control Officer, Patricia Zingariello, Public Health Nurse & William Burke, Director of Public Health. Recorder: Judith Balboni Chairman Carbone called the meeting to order at 7:30 am. The Board approved the minutes of November 18, 2004 as mailed. Jim Lindley, Animal Control Officer gave inspection report of chicken coop at the Curtis Ersing property at 299 Essex Street. Mr. Ersing has requested the Board amend his animal permit to allow him to house 8 chickens. Officer Lindley is comfortable with current permit for 6 chickens. Several abutters expressed opposition. The Board took the matter under advisement. Mr. Lindley discussed the issue of back-up coverage during his absence. He stated that Mike Cahill, State Animal Health, recently suggested that larger communities have a back-up system in place. Mr. Burke asked Mr. Lindley if there was a written directive from the state. The Board was sympathetic to Mr. Lindley concerns. Where as, Mr. Lindley works within the Police Department they referred him to start with Chief Cassola. The Board asked Mr. Burke to continue to work with Mr. Lindley on this issue. The Health department has held three flu clinics to date: November 21, 2004 (530 doses), December 13, 2004 (260 doses), and December 22, 2004 (160 doses). Clinics were also held for first responders. Additional doses were provided to the medical community. Mr. Burke is seeking reimbursement from the state for up to $1,000 for flu clinic related expenditures. Mr. Burke and Ms. Zingariello continue to participate in region 3, Emergency Preparation Coalition, Community Health Network Steering Committee and Beverly Community Council meetings. Mr. Burke is still waiting for return of DNA draft regulations that were sent to the City Solicitor’s office for approval. No response as yet. The staff has been working on renewals of all annual licenses. With the addition of new software the goal is to have all data and licenses computerized. Licenses should be in mail by end of week. Joe Reale has been coordinated a “Choke Saver Class” to be conducted by the Greater Beverly Chapter of the American Red Cross. The class is scheduled for January 25, 2005. Announcement of the upcoming Red Cross choke-saving classes were included in the food renewal applications. Mr. Burke informed the Board that Pat Zingariello is in process of administering the Hep A vaccine to food handlers at interested food establishments. Ms. Zingariello has started planning the Community Wellness Day for 2005, scheduled for April 2, 2005 at the Vittori-Rocci Post on Brimbal Avenue. The Dental Clinic construction is moving forward. The water heater was re-located and a dental chair that was donated has been installed. Hopefully, more work can be accomplished during the school vacation in February. Mr. Scully is to submit a letter of re-appointment to the Council for Mr. Walsh whose term expired 12/31/04. Other term updates: Frank S. Carbone, Jr., MD, 12/31/05; and William J. Alpine Jr., 12/31/06. Diane Kurkjian, RS, Code Enforcement Inspector, along with Fire Prevention, Electrical Dept. and Building Dept. inspected all Rooming houses during the months of November and December. The Board discussed further the request for more chickens from Mr. Ersing. Mr. Walsh motioned to keep status quo, Mr. Alpine seconded. Vote to remain so. Household Hazardous Waste Day is tentatively scheduled for April 23, 2005 at Beverly High School. The next Board of Health meeting is scheduled for February 17, 2005. Meeting adjourned at 8:10 am.
