2005-02-17 City of Beverly, Massachusetts Public Meeting Minutes Board: Board of Health Subcommittee: Date: February 17, 2005 Place: Beverly Council on Aging Board members present: Frank S. Carbone Jr., MD, Joseph W.Walsh Jr., and William J. Alpine Jr., Esq. Board members absent: Others present: William Burke, Director of Public Health, Thomas Scully, Director of Community Services, Patricia Zingariello, Public Health Nurse, Don Martin, Ward 5 Councilor and Bill Baptista, Mgr, Super Stop & Shop, Enon Street. Recorder: Judith A. Balboni Chairman Carbone called the meeting to order at 7:30 am. The Board reviewed, approved and accepted the minutes of the January 12, 2005 meeting. First on the agenda, Don Martin, Councilor for Ward 5 was present with neighbors of Super Stop & Shop, 37 Enon Street who have ongoing complaints with the store regarding late night/early morning deliveries and noise issues. Similar issues occurred back in 2000 and were worked out between store managers, corporate representatives and neighbors. Since then, the store has expanded and there have been many personnel changes. Chairman Carbone suggested making new employees aware of past issues and penalties in place to curtail the late deliveries, unloading of trucks and idling of engines, etc. The night shift needs to be made aware of these policies. Neighbors would like to see the gate, to the rear of store, reinstalled; a curfew, (7 am – 8 pm, so unloading of deliveries is completed no later than 9 pm) put on deliveries and changes in unloading schedules and dumpster cleaning more often. They would also like to have better communication with representatives of store and corporate office. Mr. Baptista, Store Manager, would also like better communication with neighbors, suggesting meeting routinely. Mr. Burke asked Mr. Baptista to draft some sort of written agreement that would help. Mr. Baptista wants to work with neighbors. The Board reviewed and discussed the rDNA regulations and language changes recommended by solicitor. Mr. Alpine recommends leaving Section 6, Paragraph C as written. Dr. Carbone suggested modification to the language in Section 2, Paragraph B. Check with Planning/Conservation about fund account or billing regarding the use of consultants. What about public hearing? Mr. Alpine asked Mr. Burke to find out how many tenants at Cummings Center are doing DNA. Possibly send out copies of draft regulations and ask for response by email Mr. Burke has spoken to nearby health departments regarding a regional meeting. There seems to be enough interest for scheduling a meeting. His Marblehead counterpart was approached by Rep. Peterson’s office regarding the North Shore legislative caucus as potential speakers. Mr. Burke informed the Board of updates. He hosted a meeting on the recycling of fluorescent bulbs from municipal buildings. Members attending were from Recycling committee, Dept. Public Services, and School Dept. Mr. Pat Scanlon from the Mercury Recovery Program was the speaker. Mr. Burke met with the Hazardous Waste Oversight Committee on February 1. The Household Hazardous Waste Day is being planned for April 23, 2005. Pat Zingariello and Mr. Burke met with Beverly Hospital representatives to confirm their commitment to Community Wellness Day. Pat has been busy planning and raising funds for the event. Susan Pelletier and the Dental Clinic staff are sponsoring a song contest in recognition of February’s Dental Health Month. The winners will be recognized at Community Wellness Day. Pat Zingariello and Mr. Burke were invited to serve on the Mayor’s newly created Drug Task Force. The Health Department continues to work and serve on the North Shore Emergency rd Preparedness Coalition. Beverly will host next meeting February 23. The topic will be Medical Reserve Corp. Letters will be sent to community medical personnel seeking volunteers for emergency dispensing sites. The next meeting is scheduled for March 17, 2005. The meeting was adjourned at 8:45 am.
