2005-03-17 City of Beverly, Massachusetts Public Meeting Minutes Board: Board of Health Subcommittee: Date: March 17, 2005 Place: Beverly Council on Aging Board members present: Frank S. Carbone Jr., MD, Joseph W.Walsh Jr., and William J. Alpine Jr., Esq. Board members absent: Others present: William Burke, Director of Public Health, Thomas Scully, Director of Community Services, and Patricia Zingariello, Public Health Nurse Recorder: Judith A. Balboni Chairman Carbone called the meeting to order at 7:30 am. The Board reviewed, approved and accepted the minutes of the February 17, 2005 meeting. Mr. Burke told the Board, the issue at Stop & Shop is quiet. He will check re-installation of the gate when snow clears. The neighbors had sent a thank-you note to the Board of Health for bringing both parties together at meeting and addressing the issues. Mr. Baptista, Stop & Shop Manager sent the department a copy of their plans for resolving the issues. Mr. Burke informed the Board that he and Tom Scully met recently with Finance Director, John Dunn to get his input on a projected budget shortfall regarding line item 15101-51126, ‘Dental Hygienist’. If financial assistance is not received the Dental Clinic will have to suspend operations by the end of March. Mr. Dunn suggested that the Board make a formal request to the Mayor for the additional funding estimated to be $14,800. A motion was made to make the request by Mr. Alpine, seconded by Mr. Walsh, vote unanimous. On a positive note, clinic renovations to obtain licensure are moving forward. Mr. Burke talked with Brett Feigh, the CFO of American Dental Partners to ask for technical assistance with the renovations. Mr. Feigh put him in contact with Patterson Dental who does their construction. Patterson agreed to review the plans and provide technical assistance. The Board discussed the rDNA regulations and comments made from Mr. Bill Jack, New England Biolabs after his review. The Board would like to sit down with Mr. Jack and go over comments. They would also like Sam Lipson, Cambridge to look over regulations. Mr. Burke has asked Cummings Properties to forward the draft regulations to their Biotech companies for review and comment. Mr. Burke informed the Board of some updates. Pat Zingariello and Mr. Burke met with Beverly Hospital representatives to finalize plans for the Third Annual Community Wellness Day. Pat has been busy planning and raising funds and donations for the event. Pat Zingariello and Mr. Burke were invited to serve on the Mayor’s newly created Drug Task th Force. The department was represented at the last meeting on March 10. The School nd Department will be hosting a meeting at Memorial on March 22. Ms. Zingariello and Mr. Burke met with Graham Campbell who is the Massachusetts Department of Public Health’s liason to the Massachusetts Emergency Management Agency to discuss training exercises. As a result, a seminar for Beverly Stakeholders on the Strategic National Stockpile will be conducted on April 28, 2005. Pat Zingariello and Mr. Burke attended the Annual Communicable Disease Meeting sponsored by Beverly Hospital. Disease trends and shared experiences of area health departments were discussed. Pat and Bill met with Chet Marcos from the Beverly Rotary to discuss collaboration on an immunization grant, looking into Hep A shots for food service workers in nursing homes,etc. Joe Reale represented the department at the Introductory Stakeholders Meeting by EPA Region I “Healthy Communities”. Potential air pollution sources in Beverly, Salem and Marblehead were discussed. Mr. Burke, Joe Reale and Diane Kurkjian recently attended a DEP Educational Seminar. A Regional Board of Health meeting is being planned for April 14, 2005 here. Danvers, Saugus, Essex, Ipswich, Swampscott and Marblehead have all expressed interest. Topic and date to be confirmed.
