2005-04-13 City of Beverly, Massachusetts Public Meeting Minutes Board: Board of Health Subcommittee: Date: April 13, 2005 Place: Beverly Council on Aging Board members present: Frank S. Carbone Jr., MD and Joseph W. Walsh Jr. Board members absent: William J. Alpine Jr. Others present: William T. Burke, Director of Public Health and Patricia Zingariello, Public Health Nurse Recorder: Judith A. Balboni Chairman Carbone called the meeting to order at 7:30 am. The Board reviewed, approved and accepted the minutes of the March 17, 2005 meeting. Mr. Burke introduced to the Board, Walter Montgomery, Director of Northeast Massachusetts Mosquito Control and Wetlands Management District. Mr. Montgomery was invited to discuss the 2005 Best Management Practice Plan and Vector Management Plan. Actually, right now Mr. Montgomery says, more concern is focusing on Eastern Equestrian Encephalitis than on West Nile Virus. Hamilton and Pelham, New Hampshire have reported activity last year. Mr. Montgomery is convinced West Nile Virus is related to drought conditions. Mr. Walsh motioned to accept the Best Management Practice Plan and Vector Management Plan. Chairman Carbone seconded. Motion approved. Chairman praised work done by Mr. Montgomery. The Board reviewed and discussed the FY06 Health Department Budget. Mr. Burke informed the Board it was preliminary, pending further instruction from the Administration. A motion was made to accept the preliminary budget. Vote unanimous. Mr. Walsh motioned to recommend sending a letter to the Mayor to increase the Health Director’s salary in FY06, which has been level funded for several years. Chairman Carbone seconded. Motion approved. Mr. Burke has been waiting to hear from John Dunn regarding a shortfall in the Dental Hygienist line. He sent a letter to Mayor Scanlon asking for an appropriation to supplement the budget as voted on at the March meeting. The matter is scheduled for a public hearing with the council on April 19, 2005. Harry’s Pizza & Deli, 38 Enon Street, owned and operated by Steven Laventakis was on the agenda this morning for suspension of food service operation due to delinquent permit. However, he came into office this week and paid for permit. He was also assessed a late fee. Mr. Burke received a call from Delta Dental regarding news articles on budget shortfall and clinic licensure. He will be applying to the social benefits program for financial assistance. He will be meeting with clinic staff to discuss clinic operations as a whole. Community Wellness Day was successfully held April 2, 2005. Mr. Burke gave special thanks to Pat Zingariello for her hard work and dedication to the event. Mr. Burke had several updates for the Board. The rDNA Regulations were sent to Cummings Center Biotech firms and Sam Lipson of Cambridge for review and comment. No comments to date. Stop & Shop, Enon Street was sent a follow-up letter regarding re-installation of a gate. Joe Reale and Mr. Burke attended a Beach Seminar. Pat Zingariello attended Beverly Rotary Meeting, speaking on behalf of American Cancer Society on Colon Cancer Awareness. Pat Zingariello and Mr. Burke met with Mr. Chet Marcos of the Rotary Club. They are moving forward on a grant thru Rotary Club to offer Hep A immunizations to nursing home food service workers. As part of Emergency Preparedness Coalition, the Health Dept. is working on Emergency Operations Plan. Several staff members recently attended a MHOA training seminar. Subjects covered included recreation Camps, Beavers, Swimming Pools and sub-metering. Final preparations have been made for the Household Hazardous Waste Collection Day scheduled for April 23, 2005. Mr. Burke received word from the Tobacco Control Board that Compliance checks were done on March 9, 2005 at 46 stores. Not one sale was made. MTCP praised the excellent job being done by North Shore Program. The next meeting is scheduled for May19, 2005. The meeting was adjourned at 8:25 am. Respectfully submitted, Judith A. Balboni
