2005-03-02 CITY OF BEVERLY PUBLIC MEETING MINUTES BOARD: Open Space and Recreation Committee SUBCOMMITTEE: DATE: March 2, 2005 BOARD MEMBERS PRESENT: Chairman Robert Buchsbaum, Vice-Chair Paul Knight, Patricia Adams, Suzanne Beaudoin, Elizabeth Dunne, William Squibb, Tony Paluzzi and James MacNeil (arrives 8:00 p.m.) BOARD MEMBERS ABSENT: David Brewster, Ellen Flannery, Pam Kampersal OTHERS PRESENT: Amy Maxner, Environmental Planner RECORDER: Amy Maxner Chairman Buchsbaum calls the meeting to order at 7:30 P.M. Approval of Minutes Knight moves to accept the minutes from February 2, 2005 meeting, seconded by Adams. All members are in favor. Paluzzi abstains. Motion carries 6-0-1. Earth Day Planning Maxner reminds the Committee members that Beverly Earth Day is scheduled for th Saturday, April 30 from 10:00 a.m. to 2:00 p.m. at Lynch Park, and will coincide with th the City’s Little League team photo session, with a rain date of May 7. Maxner provides members with a punch list sheet detailing invitees, confirmed participants and other organizational goals that she has been working on and indicates the items with which she needs help from Committee members to accomplish. Maxner states that Bruce Doig, Parks & Recreation Director, offered to include an Earth Day flyer with the little leaguers’ team photo registration packets that get sent home with the kids in the middle of April. The following ideas/topics were discussed for additional Earth Day activities/possible participants were discussed: ?? Adams will extend invitation to the Parks & Recreation Commission ?? Beaudoin will make contact with Beverly First Night Committee to invite and ask about their organizing an activity for the children to participate (last year they organized flower pot painting) ?? Maxner will extend invitation to Solar Now, Project Adventure, Trustees of Reservations, and Essex County Greenbelt Open Space & Recreation Committee March 2, 2005 Meeting Minutes Page 2 of 4 ?? Maxner will contact Phil Klimowicz w/ Forestry & Grounds about donation of dogwood saplings to hand out ?? Knight will contact Stop & Shop, Shaws, and Whole Foods to extend invitation and ask them to concentrate on their earth friendly practices and organic food lines ?? Buchsbaum will contact girl scouts/boy scouts about leading an activity for the children ?? Maxner contact Tom Scully and extend invitation to Lynch Park Advisory Committee ?? Committee members will contact their respective Ward Councilors to extend invitation ?? Maxner will extend invitation to Representative Mary Grant ?? Beadoin will contact RedBrick to extend invitation ?? Adams will extend invitation to the Garden Club ?? Adams will contact Dick & Junes for slush machine Maxner asks if the Committee would be interested in doing a bake sale to raise money for the trail markers. Some members express interest and offer to contribute some baked goods for the event. This topic will be discussed further at the next meeting. Beaudoin offers to ask her husband if a banner could be donated for the event. The Committee members will pursue contacts as indicated and another update on this topic will be on next month’s agenda. Update on Trail Access/Rights of Way Buchsbaum asks Squibb if he has had a chance to get to the Registry of Deeds to research the Tall Tree Drive Plan. Squibb states he has not, but will try his best to do so prior to the next meeting. Maxner states that according to the Assessor’s map, the City has 8 feet of frontage on the Tall Tree drive cul-de-sac, but that it is obscured by a neighbor’s fence and is not obvious from the road. Buchsbaum states that this topic should be continued to the next meeting. Signage and Kiosk Update Beaudoin states that the signage sub-committee has not met recently, but that she is in the midst of finalizing the details of the frog and fern logo. She states that the next line of business would be funding to have them printed. Open Space & Recreation Committee March 2, 2005 Meeting Minutes Page 3 of 4 Buchsbaum states that he will follow up with the Beverly Conservation Land Trust to see if they have any funding for this. There is a brief discussion regarding the pricing of the markers and quantity that would be needed. Beaudoin indicates that if around 250 were ordered, each marker would cost about 99 cents. Natural History Newspaper Articles Buchsbaum states that Tom Scully has provided a write up on the J.C. Phillips estate and he will edit it to fit the kiosk. He states that Scully’s piece will fit nicely for the proposed newspaper natural history articles as well. He indicates that former Committee Chairman, David Gardner, is willing to write a piece for the Citizen on the history and evolution of the Open Space & Recreation Committee. Adams volunteers to contact Melissa Varnavas, editor of the Beverly Citizen, to let her know that the pieces will be ready very shortly. Buchsbaum will try to bring the draft articles to the next meeting for Committee review. OSRD Status Maxner states that the Planning Board will be holding a special meeting on Thursday rd (tomorrow) March 3 at 7:30 p.m. to further discuss the draft OSRD ordinance. She states that it is the first item on the agenda and will make up the main topic of the meeting. Conservation Restriction Letter – Norwood Pond Maxner states that she and Buchsbaum have received a few emails from Pam Kampersal about this topic and Kampersal has asked that the points raised in her emails be discussed at the meeting. Maxner provides copies of Kampersal’s emails for members to read and consider. Knight states that Kampersal suggests some minor typographical suggestions that may not need any formal vote from the Committee to incorporate. A brief discussion ensues regarding addition of language that alludes to the access road as Kampersal indicates in her email – the Committee members agree to leave it out of the letter for now, but to be ready to talk about it if the subject should arise. Members also agree to be ready to discuss possible questions that may come from the Council members, but to leave these issues out of the letter in favor of brevity. Open Space & Recreation Committee March 2, 2005 Meeting Minutes Page 4 of 4 Other Business Buchsbaum indicates that he has talked with Ed Becker and Becker would be willing to help coordinate a landowners meeting with the Committee. Buchsbaum asks if anyone has any other business to discuss. There is none. Adjournment Paluzzi moves to adjourn, seconded by MacNeil. All members are in favor. Motion carries 7-0. The meeting is adjourned at 9:15 p.m.
