2005-04-06 CITY OF BEVERLY PUBLIC MEETING MINUTES BOARD: Open Space and Recreation Committee SUBCOMMITTEE: DATE: April 6, 2005 BOARD MEMBERS PRESENT: Chairman Robert Buchsbaum, Vice-Chair Paul Knight, Patricia Adams, Suzanne Beaudoin, Elizabeth Dunne, William Squibb, David Brewster BOARD MEMBERS ABSENT: Ellen Flannery, Pam Kampersal, James MacNeil, Tony Paluzzi OTHERS PRESENT: Amy Maxner, Environmental Planner RECORDER: Amy Maxner Approval of Minutes Knight moves to accept the minutes from the March 2, 2005 meeting. Seconded by Adams. All in favor. Motion carries 7-0. Earth Day Updates th The following updates were discussed for Earth Day scheduled for April 30: ?? Members provide input on the draft flyer ?? Members input on the draft press release ?? Maxner provides an overview of confirmed participants and invites she is waiting to hear back from ?? Bake sale – Maxner asks for volunteers to drop off baked goods the day before or day of ?? Adams contacted Tony Toledo and he has agreed to participate ?? Knight will contact local grocery stores to follow up on Maxner’s invite letters ?? Buchsbaum will contact girl scouts to help coordinate craft project ?? Beaudoin will help oversee the craft project ?? Ideas for crafts projects were discussed – Buchsbaum & Brewster volunteered to collect shells for kids to decorate; Maxner volunteered to contact former First Night members for craft material availability ?? Maxner informs members that a representative from Abiomed out of Danvers has shown interest in doing a trail clean up – Brewster volunteers to follow with that contact as his office is near by Abiomed Maxner states she will keep members informed and posted on how things progress as the event gets closer. Beverly Open Space & Recreation Committee April 6, 2005 Meeting Minutes Page 2 of 4 Newspaper Article Update Adams states that she has been in contact with Melissa Varnevas, editor of the Citizen, and Varnevas is looking forward to running these pieces and has suggested a title for this section: “Bevelry, Naturally”. Adams has forwarded David Gardner’s piece on the history of the Open Space & Recreation Committee. Buchsbaum states that he has a piece about Sally Milligan ready and has received a piece on J.C. Phillips written by Tom Scully. Brewster volunteers to do a piece on the birds in Beverly. Maxner states that the Beverly Conservation Land Trust has shown interest in writing pieces as well. Signage & Kiosk Update Beaudoin states that she is ready to go with the frog & fern design, it now depends on raising the funds to have the markers reproduced. Buchsbaum states that the Earth Day bake sale will help, and additional funds could possibly be raised through the BCLT. Buchsbaum would like final suggestions and comments regarding the kiosk information material. Maxner agrees to email this to all members in case they have not yet received it. Norwood Pond Conservation Restriction Letter Update Maxner states she has forwarded the Committee’s letter to all Council members though City Clerk, Fran MacDonald. The Committee should anticipate being invited to a Council meeting to further discuss. Knight asks how the Committee should decide the next step or next parcel to target for CR protection. Buchsbaum suggests the Committee wait and see how the Norwood pond CR letter is received before moving forward with any other City parcels. Members agree this is a good approach. Maxner will email the final version of the CR letter to all members for their records. Beverly Open Space & Recreation Committee April 6, 2005 Meeting Minutes Page 3 of 4 Semi-Annual Report to the City Council th Maxner states the Committee is scheduled to address the City Council on Tuesday, April 19 at 6:45 p.m. Knight and Dunne volunteer to attend and address the Council in Buchsbaum’s absence. Right of Ways – Tall Tree Update Maxner provides a GIS map of the general area of Tall Tree drive to highlight City owned property, private ownership and trails in the vicinity. She states that the City has 8 feet of frontage on the Tall Tree cul-de-sac, which, should be dealt with first. Buchsbaum suggests the City Engineering Department to go out there and survey the City owned frontage and determine if any structures from neighboring properties are obstructing the entrance. Maxner agrees to coordinate with Gerry Marsella, Asst. City Engineer, to get this done. Mass. Electric owns several of the surrounding parcels adjacent to the City parcel, and members discuss the potential for acquiring trail easements from the company. Squibb shows a plan that he got through his research from the Registry, which shows the paths and trails in this area. The plan depicts a prescriptive right to a land locked property under the ownership of Janet Appleton. Other Business Buchsbaum asks if members have any other business to discuss. Buchsbaum states he spoke with Dave Gardner about the Right of Way located between Hawk Hill and the YMCA Sterling Center. Gardner indicated that the recent teen building construction has obstructed a large portion of the right of way. Maxner agrees to look at the YMCA plan and talk with Tina Cassidy to see if there are any potential issues or recourse for the City on this issue. Executive Session Buchsbaum asks if the Committee would be willing to enter into executive session to discuss parcels slotted for priority acquisition. Members agree to go into executive session without reconvening into the regular meeting afterward. Seconded by Knight. All members are in favor. Motion carries 7-0. The regular public meeting adjourned at 8:30 p.m. Maxner takes a roll call vote for all members in favor of going into executive session and adjourning without reentering into regular meeting immediately afterward: Dunne – yes Adams – yes Brewster – yes Knight – yes Squibb – yes Beaudoin – yes Buchsbaum – yes
