AMG has requested that it be granted a TIF Agreement. The Economic and Community Development Corporation (ECDC) has reviewed the request and recommends that AMG be granted a TIF on the following basis: I. YEAR 1 2 3 4 5-15 Real Estate Tax Exemption 5% 4% 3% 2% 1% This TIF would be largely cosmetic in that the cost to the City would be modest. It would be similar to that granted to Eaton (Axcelis) and C.P. Clare, two other companies which have agreed to make Beverly their worldwide headquarters, but the TIF would extend a 1% real estate tax exemption from the sixth to fifteenth year and, in that respect, would be more generous than the other two arrangements. AMG has indicated that it intends to be a good corporate citizen - contributing to the community in various ways. AMG has already pledged $100,000 to the renovation and enlargement of the Beverly Farms Library (see attached letter). I am personally confident that AMG will be helpful to Beverly in many ways. I, therefore, recommend to you the TIF for AMG Corporation on the basis outlined above. If you approve of this project please take votes to effect the following: Adoption of the drafted “Resolution Authorizing the Creation of and - Economic Opportunity Area” Adoption of the drafted “Resolution Authorizing the Designation of a - Certified Project” Acceptance of the attached Tax Increment Financing Plan; and - Authorization to sign the drafted Tax Increment Financing Agreement with - Affiliated Managers Group, Inc. Referred to Legal Affairs and Accounts #75 By Councilor Paul Guanci: Ordered: On February 22, 2001 I attended the first meeting of the Wenham Lake Technical Lake Advisory Committee representing the Beverly city Council, Mr. Richard Chalpin of the Department of Environmental Protection organized the committee and meeting. Represented were New England power Company, the City of Beverly, the City of Salem, the Wenham Lake Watershed Association, Ransom Environmental, the town of Wenham and the DEP. Beverly’s State Representative Michael Cahill was also present. The meeting was held at the DEP offices in Wilmington, Massachusetts Mr. Chalpin stated that the group’s purpose was to provide an opportunity in a structured format for key concerned parties to be involved in the technical and professional response action for the three sites located in the Wenham Lake Watershed area. The areas were referred to as the Vitale site, the Casco/Nike Missile site and the former Revere Aviation site. The group’s intentions are to review and 37 comment on investigation plans, risk reduction measures, possible remedial action alternatives and final remedy decisions. Haley and Aldrich, the LSP company representing New England Power, gave a presentation outlining the clean up to be preformed on the Airport Brook and the fly ash delta that has formed in Wenham Lake. The overview was through and appeared to meet wit the criteria set forth by the DEP. The Wenham Lake Watershed Association, represented by their own LSP, gave a similar presentation that the fly ash needs to be removed from the lake. Everyone’s main concern was getting the necessary permits to do the work in a timely and professional manner. Mr. Tim Snay from Ransom Environmental then gave a presentation as to additional work that his company would like to do on the Revere Aviation and the Casco/Nike Missile sites. This work that he proposed has yet to be paid for and could cost the city additional tax dollars. I urge every councilor to take a look at their proposed work and to monitor it closely. I will make copies of all materials I received at this meeting and place them in the city clerks office for everyone’s viewing.
