After discussing the matter with Dr. Lupini and Mr. Foye, I realize we are all in agreement that raising the fines would be an effective deterrent to smoking on school property. I spoke with Mrs. Macdonald about the feasibility of raising fines. She was in agreement. I would like to make a proposal to help curb smoking on school property. 1.Extend the restricted smoking area to cover all school grounds Currently, a city ordinance (Sex. 15-32) allows the issuance of fines only for smoking in municipal buildings. 2.Raise the fine for smoking on school property to $50 for the first offense, $75.00 for the second offense and $100.00 for the third and each subsequent offense. The current ordinance allows school principals, the superintendent and department heads or their designees to issue citations. Next year, two monitors, appointed by the superintendent will parole school property and have the authority to issue citations If there are any questions, please feel free to contact me at 978-922-4589. The meeting was once again held at the regional headquarters of the Department of Environmental Protection in Wilmington. All interested parties were represented and the meeting was again moderated by Mr. Richard Chalpin, who is overseeing the planning and clean up progress for his agency. New England Power Company is still taking full responsibility for the clean up of the fly ash that has migrated to Wenham Lake from Airport Brook. The consultants hired by New England Power, Haley and Aldrich, have formulated a plan to begin work right away. Before the actual work is done, the consultants are preparing a topographic base map of the area, mapping out all of the surrounding wetlands, mapping out the extent of the fly ash, performing a condition survey of Airport Brook and installing fly ash probes in Wenham Lake. This is all preliminary work that is being done in preparation for the actual removal of the fly ash. Because of the lengthy permit process the actual removal of the fly ash will not take place until sometime in the fall of 2002. Local, State, and Federal permits are all needed to get the work underway. Mr. Chalpin assured the group that DEP would work hard to expedite the process. Once the permits are in place, Haley and Aldrich plan to regrade and stabilize the exposed fly ash on the Vitale Site, reconstruct an existing earthen berm along Airport Brook west of Route 97, place Airport Brook in a culvert through the Vitale Site, remove fly ash from the book and finally remove the fly ash from the lake. At a recent public involvement meeting, New England Power Company presented the general public with an overview of their cleanup efforts. I will continue to update Council as much as possible during the entire process. The next meeting of the advisory committee is being planned to take place in May to give all members an update on the status of the necessary permits. 9-0 Vote Receive and Place on File Meeting adjourned: 9:12 PMFrances A.
