2004-05-18Lynch Park Advisory Committee A sub-committee of the Parks and Recreation Commission th Meeting Minutes May 18 2004 Members present: Chairman Rich Benevento, Tom and Nancy Clark, Tom Scully, Anne and Michael Gaudette, Bruce Doig, and Joan Fairbank. th The next meeting was scheduled for Monday June 14 at 7 PM at the newly remodeled Beverly Farms Library. This is an opportunity to see a Tappe finished product. ACTION PLAN with timeline for the year 2004 Carriage House Phase 1 Restoration of the roof to include balustrades, and skylights. This phase would include the entire envelope of the building (siding, doors and windows.) · Selection process of architects was discussed and that the City Building Commission would be in charge of the work. Our Committee Member, Bob Griffin, represents the Building Commission, may be the liaison. Rich will contact Bob, Ray Bouchard and the th Mayor by the end of next week (May 28) · Need an RFQ (Request for Qualifications) to go out to at least 3 qualified companies by th June 14th. They would submit a qualifications package by the June 25. These would be thth reviewed the week of June 28. Interviews would be Thursday July 8. · Construction Document by the first week of September. · Goal for work would be September/October · th Financing: Rich Benevento and Tom Scully will meet by June 25 with the head of purchasing and the Mayor requesting approval of a Bond Order from the City Council at the end of June. This would be for the 200,000 that the Lynch Trustees had voted for this work. · The building needs to be on the National Register but that cannot be done I the current condition. The envelope must be done first and that must be with historic accuracy. Tom Scully will talk with the appropriate people about having the building/park put on the National Register. Phase 2 Site Plan · st The committee thought that the RFQ should go out on July 1. and that a designer could be selected by the end of August · Rich estimated that the cost for this plan would run about $100,000. · At the same time lighting for the Rose Garden and walkways could be underway · The committee also felt that the trees should be planted as soon as possible between abutters on Lanthorn Lane and the park. Scotch Pine Black and Norway Spruce would be preferable. Mike Gaudette will determine what trees will be planted in the fall after September 1st and coordinate the project with Phil Klimowicz. Mike will also determine the source of the trees. He has connections with tree foundations and will see that trees may be available at the tree farm at the Beverly Gold and Tennis Club. Mike said that we might be able to have the MA Arborist Association return to Lynch Park on Arbor Day of 2009. Nancy Clark will develop a Gift List for donations that may be made for the park. Brochure: Ginny Currier presented a three-fold brochure that she developed for general public that would give and overview of where we are right now, preliminary pictures and a way for them to send money to the Friends of Recreation to get the ball rolling. The design possibilities were discussed. Rich said that he might be able to produce something for printing. Mr. Zarkades who expressed an interest in the project is a graphic designer and Tom Scully suggested that Rich call him for this project. It was agreed that about 5,000 would be printed and distributed with parking stickers and events held at the park. Bruce will get approval from the Parks and Recreation Commission to distribute the brochure. Tom Scully will ask Hank Deschamps about the possibility of printing the brochure as a donation. Joan will work with Bruce to develop a list of the events for distribution. Members should review the brochure and make any comments to the committee about it by e- mail.
