Meeting Minutes
Committee Members Present: Chairman, Rich Benevento, Virginia Currier, Liz Caputo, Tom
Clark, Artie Sullivan, and Joan Fairbank.
Special Guests: Drayton Fair, Jeff Hoover and Stephen Feige of Tappe Associates and Martin
Roura of Geller Associates.
Also present Nancy Brewka Clark, Michael Gaudette, and Bruce Doig
Members missing: Deborah Hurlburt, Ellen Flannery, Bob Griffin, Gerry Cathcart, Bob
Richardson, Mike Collins and Tom Scully
Open Forum
for Public Comments: Michael Gaudette addressed the fact that he and his wife
Anne have been attending meetings since November and that there are a number of committee
members who have not been in attendance on a regular basis. He stated their desire to become
active members of the committee to help move the process forward.
Richard Benevento agreed with the need to have active committee members and that the
sub-committees need to be changed. Action was deferred to later in the meeting.
Tappe Presentation
:
Drayton Fair expressed concern that he had only received three responses to the “Critical Issues
and Goals” paper that was issued at the last meeting to all members. The responses that came
were also a surprise. They basically stated the following:
Leave the shell in its current location
Parking spaces need to either be maintained at the current level or increased
Action Item: If you have not already done so, Please respond to the items on the
“Critical Issues and Goals” Lynch Park Master Plan and fax to Drayton Fair at Tappe.
ASAP The responses will help set priorities!
The Carriage House
was measured by Stephen Feige to determine how many people could be
accommodated in each space and suggest program use. The Recreation Department will be
consulted concerning their needs. It has approximately 15,000 square feet
Basement 5,500 not for public use, mainly fit for storage, concession stand
Main level 5,500 most accessible
Upper level 4,000 possible offices for Recreation Department
The building is structurally sound but is not up to current code and has no insulation. It may cost
as much or more to renovate the building than to build a new one, as extensive repairs are
necessary. A list of uses with necessary renovations will be developed. The building could also
be determined only for seasonal use. It is necessary to know the options. A new building would
never recapture the character of the present one.
Parking for the 16.5 acres is currently 300 cars with 210 in the main lot
Policy and Use Committee
Action Item: Need to limit the number of events in the park. Identify what needs to be
there and find other locations for some events
. A person from the Homecoming Committee
should serve on that committee as well as some neighbors.
The feature presentation included a preliminary conceptual drawing of Lynch Park using the
access road as the main entrance and relocating the parking area into three separate locations. The
plan created a wide expanse of green space.
Martin Roura, the landscape architect from Geller Associates, made the following comments
about the plan:

Design makes parking and access less aggressive and distributes the parking.
·
Lessen walking distances to Rose Garden, Lynch beach, the point, and main buildings.
·
Parking is woven in and out creating 223 spaces plus an overflow area.
·
Provides a service road to the Carriage House
·
Roadway materials are either stone dust or gravel.
·
Overflow lot is in the center of trees
·
The more green space you have, the more aesthetically pleasing it is.
·
The Point Area would become the quiet zone with serene overlooks.
·
Pedestrian paths would be overlaid around the entire site.
·
There would remain a distance from parking to the play area.
·
In the current overflow lot at the Ober Street entrance a caretaker’s house would be
built providing a security point.
CARRIAGE HOUSE
·
Relocate Recreation Department offices to the upper level.
·
Main floor would serve as an art gallery, have an office for the Guild of Beverly Artists,
provide mixed uses as a conference center, weddings, programs, etc.
·
Restore the porch on the water side of the building.
·
Laundry House/Recreation Office could serve as an information center, museum and/or
gift shop. Toilet facilities would be housed in this building, winterized and made
handicap accessible.
Discussion of items included:
Location of the shell in the entrance hill area so that sledding is not hampered.
Location of play equipment
The current parking lot configuration.
The minutes of the previous meeting were tabled as a quorum was not present.
It was decided to add Nancy Brewka Clark, Michael and Ann Gaudette as permanent committee
members. Michael and Ann will also take over the chairmanship of the Beautification and
Enhancements Committee at the request of Liz Caputo.
Committee meetings need to be posted. Please let Artie Sullivan know at least four days in
advance so that he can do this. Recreation Department number is 978-921-6067. It is critical
that subcommittees meet to develop the best master plan possible.
