Meeting Minutes
Committee Members Present: Chairman, Rich Benevento, Virginia Currier, Virginia McGlynn,
Liz Caputo, Bob Richardson, Tom Clark, Nancy Brewka Clark, Bob Griffin, Ellen Flannery,
Artie Sullivan, Michael Gaudette, Anne Gaudette and Joan Fairbank.
Special Guests: Drayton Fair, Jeff Hoover and Stephen Feige of Tappe Associates and Martin
Roura of Geller Associates. Also present: Bruce Doig

Tappe Presentation

Comments from the last meeting revised the original draft to include:
·
Continue to use the access road as the main entrance adding a sentry area at the
bottom of the hill for the gate attendant.
·
Changed the parking configuration and increased the number of spaces by 10 on
the overflow lot side. Removed parking along the side of the hill of current main
entrance. 215 spaces in the main parking areas and 50 in the new overflow
circle.
·
Relocated the band shell into the bank area towards the bottom of the hill at the
side of the current main entrance. (This hill could continue to be used for
sledding. They suggest a free form stone wall behind the back of the shell.
·
Made three loops of vehicle circulation and has a chained gate to prevent
vehicles from accessing the carriage house.
·
Created a series of three play areas to the right of current inside roadway between
parking and the current shell.
·
Restrooms would be located in the carriage house, laundry house (Recreation
office building), new band shell and the play area.
·
A pedestrian walkway would be skirt the entire park and throughout park,
connecting focal areas.
·
Possibly establish a plot plan for the Monastery, Evans House and other historic
sites.
·
Establish smaller zones by landscaping, creating more intimate areas.
·
Buffer zones would be created for the neighbors.
Committee Comments & Discussion
·
Bob Griffin asked about adding a pier. Bob has the Chapter 91 regulation for old
piers.
·
Drayton Fair said that he would like to see the porch put back on the ocean side
of the building. Questions arose concerning how the pier/ floats/docks are to be
used and if it might not be better to be closer to storage and the Carriage House.
·
Question also arose about the continuing sand erosion coming from Woodbury
Beach. Martin Roura suggested that a walkway or other physical element such as
a bream be built to confine eliminate further erosion.
·
Parking and driving surfaces were also discussed. Martin suggested a
combination of materials be used depending on the amount of use that the
different areas will likely see.
·
Use of the Park is a major issue. Decisions must be made regarding the amount
of activities that are scheduled in the park. How the design plans progresses
depends on those decisions.
·
The current service road was discussed. Joan mentioned that they need to look at
the final design layout for the electric and utilities throughout the park as most of
this runs adjacent to the service road. The sewer dissects the current mall area
and runs up along the current main entrance road.
·
Martin Roura said that a turn around and drop off area needs to be established at
the end of the inner most circle close to the Rose Garden.
·
Future fountains were discussed using cobblestones for drainage like the one in
Boston’s Post Office Square. They would like to add some low maintenance
water features.
·
The new Band Shell motif was presented. Tappe developed some options of
using the theme of masts and sails to design the structure. This would bring a
modern element into the park. The Denver airport with its domed ceiling, the
NY seaport concert area and the Sidney Australia shell were shown to give a
visual possibility.
The Carriage House
Bob Richardson brought up the fact that most of the committee is mainly concerned about the
future of the Carriage House. Is it feasible to use it? Can this become the main priority for the
continuation of the planning?
Drayton Fair responded that the building was not meant as a year-round building. There has
never been any insulation.

An elevator will need to be installed if the entire building needs access.

Interior reconstruction

Uses and type of use needs to be determined
·
Rehabilitation or reconstruction must be decided
·
Exterior wood trim needs to be replaces to match what was there.
·
Restoration vs. Preservation will need to be addressed in each aspect of the building.
·
Stephen Feige of Tappe Associates said that the building must be brought up to code,
with ADA issues being addressed. These will be the “big ticket” items: walls, roof,
electrical, plumbing etc.

Building Use must be determined to proceed.
Weddings, kitchen, function facilities, year-round or seasonal

Programs – use more uses the more costly the renovations

Flip side is that these uses will bring in the revenue to maintain the

building and help support other park renovations.
Bruce Doig suggested that the roof then the siding be set as priorities.

Tappe was asked to develop an estimated cost list for these items.
It is critical that subcommittees meet to develop the best master plan possible. To this end it

was decided to have an interim meeting on at 7PM to
develop Goals.
At this time it will be determined if subcommittees are the way to proceed or
if things are to be decided and determined as a unified group.
