2003-06-26Lynch Park Advisory Committee Meeting Minutes June 26, 2003 7 PM Beverly Public Library Members present: Chairman Rich Benevento, Tom and Nancy Clark, Bob Griffin, Virginia Currier, Michael Gaudette, and Joan Fairbank. The Fundraising committee scheduled for 6PM this evening has to be rescheduled due to a vote on the city budget. New date TBA. Focus of meeting is appraisal of the plan as presented by Tappe and Geller Associates at the May meeting. Praise for the plan and its creativity produced by the consultants was unanimous. Pricing was a concern to several members and the feeling that the estimates were low and in some cases incomplete. Carriage House roof figure of $75,000 was considered low and the plans did not o include the two (three?) skylights that currently exist. Playground equipment and surfacing figures are low. o Italian Garden renovations are incredibly low, especially if any water elements are o involved. Phase 5 figures need to be doubled. o Infrastructure figures were missing o Storage trailer o Building furnishings – tables, chairs, etc. o Security o The contingency figure needs to 20% instead of 10%. The committee needs advice on the bid process for all aspects of the plan. If donations and donated services are prevalent, what are the rules concerning bids, prevailing wages, etc. We need to know what we can and cannot do. Look Park in Northhampton, MA may be a source for some of this information as well as Endicott Park and the Danvers Art Association building, latter contact is John Archer. What is the distinction Money and donated services or materials? Ex. Sylvania CEO, possible donated materials; Gift Catalogue; Question for the consultants: Where within the park do you recommend that donors be recognized and any suggestions as to how this might be done? Things for future discussion: How to get the entire community involved Who would be the person in charge of the project? The committee members present discussed the future of the current recreation office building and the price associated with renovating it into a temporary caretaker’s home. It was determined that the money estimated for those repairs would be better spent on the new caretaker’s cottage at the park entrance. Joan expressed concern that the location of that building was far from the areas where there is a lot of night traffic and after hours parties. Rich Benevento said that the caretaker would make rounds to insure this would not be the case. Mike Gaudette mentioned that security cameras would cover the rest of the areas. Joan Fairbank suggested that a large picnic shelter could take the place of the current recreation building that would provide revenue for maintenance. Rich Benevento felt that this was the quiet area and may not be appropriate there. He will ask Jeff Hoover what he would suggest be put in that location.
