2003-09-18Lynch Park Advisory Committee A sub-committee of the Parks and Recreation Commission th Meeting Minutes September 18 2003 Members present: Chairman Rich Benevento, Tom and Nancy Clark, Mike Collins, Bob Richardson, Elizabeth Caputo, Virginia McGlynn, Bob Griffin, Anne Gaudette, Ellen Flannery, and Joan Fairbank. Also in attendance were: Cove Community Center President, Priscilla Manning Park and Parks and Recreation Commission Member, Kevin Hobin. There were no minutes of the July meeting as it simply consisted of a walk-through of the carriage house by Mike Collins. There was no agenda or chairman for the meeting. All agreed that this building is the priority of the committee and well worth restoring and preserving as soon as possible. There was no August meeting scheduled. Priscilla Manning, came to gather as much information as possible to pass on to the Cove residents. Her interpretation from new articles and those of her neighbors were not consistent and she wants to stop rumors before they cause dissention. Rich gave an overview of the committees’ work to date and the members answered any questions that she presented. Discussion centered on the misinformation and criticism of the plan expressed by candidates, the posting of meetings and the availability of meeting minutes. All meetings have been posted as required 48 hours in advance. Rich Benevento wrote a letter to the editor of the News and Citizen in response to some of the criticisms expressed in the paper. It was determined that Nancy and Tom Clark will write and article for the papers about the formation and composition of the Lynch Park Advisory Committee, its mission and goals. Kevin Hobin expressed his opinion that this information needs to get to the public as soon as possible. Tappe and Geller Associates architects were unable to have the final draft ready for this meeting but will mail it to Rich about two weeks before the next meeting. They will be available to members to pick up at the library. Rich will email all when they arrive. Timing for presentation to the Mayor and Council was set for mid-November after the committee has the opportunity to make any final changes to the draft proposal. Bob Richardson questioned the role of this committee after it is presented to the Parks and Recreation Commission, the Mayor and Council. Does this committee’s responsibilities end there? Rich Benevento will find out from the Purchasing Agent and/or City Solicitor about the role of the building commission and the roof of the carriage house and other projects. Mike Collins has an intern who will take digital pictures of Lynch Park for a future presentation. th The next meeting is scheduled for October 16 at the library to dicsuss the final draft and fundraising. The Parks and Recreation Commission should be invited. Respectfully submitted, Joan Fairbank, secretary
