Minutes of Meeting
February 2, t699
The meeting was celled to order at 10:00 A.M. Present were Members Bornstein and
Killilea, Superintendant Knowlton, Attorney Darling and Linda Vaughan, Secretary. In the
absence of Chairman Fletcher, Member Bornstein chaired the meeting.
No minutes were presented for approval.
Current Expense warrant #19, Payroll warrant #19, and MMDT warrants #25 and 26 were
signed.
All special accounts were signed.
Reports from Attorney Darling: Attorney Darling reported on the progress of the Danco
roofing project. He has been in contact with the attorney from Surety. A consultant will
come to the plant and meet with Superintendent Knowlton and an engineering consultant.
Quality and Quantity: Quality remains good. Wenham has been filled from the river. We
are now filling Putnamville.
Canal Pump Station Evaluation: Weston and Sampson has the contract to evaluate the
pump station. They started work last week and everything is going along well. They got the
flow and pressure reading last week and will put a Doppler flow meter on this week to
record the flow.
Requests for Proposals for Producing Consumer Confidence Report Superintendent
Knowlton would like to put together an RFP for a firm to produce the Consumer Confidence
Report required by the government. They would have to put it together and do the printing
and mailing. The firm should have advertising experience. This report will have to be sent
to every water customer in each city (approximately 25,000 copies).. This was approved on
a motion.by Mr. Killilea, second Mr. Bornstein, all in favor. The members would like a copy
of the RFP when Superintendent Knowlton has it ready.
Bids for Lagoon Pump: Superintendent Knowlton would like to advertise for the slurry
pump with submersible mixer. Mr. Bornstein inquired about how it would be mounted. Mr.
Knowlton replied that we would build a barge to put it on. There will also be a generator.
We will be pumping approximately 400 feet. Mr. Killilea made a motion, second Mr.
Bornstein to advertise for bids to Supply the slurry pump and submersible mixer and the
generator, all in favor.

AWWA Meeting: Superintendent Knowlton would like to attend the 1999 AWWA annual
conference and exposition in Chicago in June. This was approved on a motion by Mr.
Killilea, second Mr. Bornstein, all in favor.
Surface Water Treatment Regulations: The Board held a brief discussion on the next set
of SWTR. Some of the changes will include lower turbidity standards, some changes in
microbiology, and lower THM's.
Any Other Business Mr. Knowlton reported he has ordered the new trucks through the
State Bid List. He would like to put a 3,000 lb. crane on the service truck. This was
approved on a motion by Mr. Killilea, second Mr. Bornstein, all in favor.
Mr. Killilea asked for an update on what transpired before he was appointed, concerning an
emergency tie-in between Beverly and Wenham.
Mr. Knowlton explained that Wenham needs a connection for fire emergencies. They have
nothing at the Gordon College end of the system. Beverly wanted compensation if
something could be worked out, but Wenham disagreed with this proposal.
Mr. Knowiton reported that the most recent round of sampling by BP of the remediation site
at the BP / Gibbs Service Station on Enon Street found some MTBE in the well on the lake
side of the air screen. The have increased operation of the air screen and plan to
resample the wells again in the next two weeks.
The next meeting of the Salem and Beverly Water Supply Board will be on Tuesday,
March 2, 1999 at 10:00 AM.
Having no further business to discuss, the meeting was adjourned at 10:35 on a motion by
Mr. Killilea, second Mr. Bornstein, all in favor.
