Chairperson Gardner calls the meeting to order at 7:30 p.m.
ACCEPTANCE OF MINUTES
Skrabut moves to accept the February 4, 2004 meeting minutes with amendments.
Seconded by Squibb. Paluzzi and Kampersal abstain. Motion carries 7-0-2.
Skrabut moves to accept the March 3, 2004 meeting minutes with corrections. Seconded
by Kampersal. Knight and MacNeil abstain. Motion carries 7-0-2.
Beverly Conservation Land Trust (BCLT) – Discussion
Gardner introduces Jane Brusca, President of the Beverly Conservation Land Trust, and
Joan Johnson, member. He states that Brusca and Johnson wished to speak with the
Committee regarding their efforts in securing grant money for the construction of kiosks
and signage.
Brusca states that she wanted to be sure that efforts on both parties were not being
duplicated. She explains that in applying for state and other grant money, it is important
to demonstrate the formation of partnerships with other organizations and the BCLT has
included the Open Space Committee as a critical partner in this project. She is hoping to
coordinate efforts in the actual implementation of the grant goals with the Committee.
Discussion takes place regarding the distinction between kiosks and signage. Johnson was
hoping that whatever is decided upon that the design of both would be uniform and have
some sort of design guidelines to produce a recognizable symbol of Beverly open space

properties. Members agree that this is important, and would be worth coordinating or
exchanging ideas.
Brusca and Johnson state they will keep the Committee abreast of their progress with this
project.
OLD BUSINESS
Green’s Hill Ryalside Meeting Update – Skrabut, Knight
Skrabut provides an update on the Green’s Hill Ryal Side meeting. She has arranged a
meeting time for Tuesday, April 13, 2004 at 7:00 p.m. at the Ryal Side Civic Center at
which time the power point presentation will be presented and ideas and suggestions can
be gleaned from the neighbors in attendance. She and Knight will be producing a flyer
announcing this meeting and placing it in the doors or mailboxes of residents in the
immediate vicinity. Gardner encourages as many members to attend the meeting. Maxner
states that the Conservation Commission has a regularly scheduled meeting that night.
Earth Day Update
Maxner provides the following Earth Day planning update:

Maxner provides a copy of a flyer for the Earth Day events.
·
A member of Mass Audubon will be arriving at 1:00 p.m. and doing nature games
with the children at 2:00 p.m.
·
Kathy Skrabut has contacted Starbucks and Great Harvest Bread Company and
they have agreed to participate .
·
Maxner tried to get in contact with Richard King with the Art Department,
Beverly Public Schools, to see how the posters are coming in. She will follow-up
on this.
·
Maxner asks the members for recommendations regarding prizes for the posters.
She recommends that the winner’s poster be next year’s logo for the Earth Day
Event.
·
Conservation Commission, Land Trust, Main Streets will be attending the event.
·
The Salem Evening News will be attending/reporting.
·
Maxner plans to prepare a questionnaire and ask if residents of Beverly would be
willing to volunteer to head a neighborhood street sweep group next year. If
people are interested, there could be citywide participation.
Sally Milligan Plan finalization - Buchsbaum
Buchsbaum states he has photographs of salamanders at Sally Milligan and is in the
process of gathering information to certify the Vernal Pool on the property. He states that

it is now a matter of implementing the plan as it has already been reviewed and approved
by the Conservation Commission and the Parks Commission.
Kiosk update – Pam Kampersal
Kampersal states she has contacted a few Boy Scout troops and she has not heard back
from any of the troops yet. She has spoken with the Treasurer and he will get back to
Kampersal.
Gardner states the Lynch Park Board of Trustees has approved a donation of $1,000 for
this project.
Gardner asks that Kampersal provide an update on this project for next month’s meeting.
Report on meeting with Mayor Scanlon – Buchsbaum - Gardner
Gardner outlines several topics discussed at his meeting with the Mayor

Tanzella update – Maxner, Gardner
Gardner provides an overview of a plan for a proposed subdivision on Tanzella Hill
property. He informed the Planning Board that the Open Space and Recreation
Committee would like the road limited to 500 feet and that there be right of public access
along the waterfront.
Gardner states he would like to have a meeting with Tina Cassidy, Leah Zambernardi and
the developer to discuss a cluster subdivision. Members agree this would be a worthwhile
discussion.

NEW BUSINESS
Semi-annual report finalization
The members review the draft of the Semi-annual report and provide comments.
Buchsbaum moves to accept the Semi-annual report as amended, seconded by Squibb. All
members are in favor. Motion carries 9-0.
Maxner will contact the City Clerk to have the Open Space Committee placed on the
upcoming City Council agenda for Buchsbaum and Knight to present the Semi-annual
report.
OTHER BUSINESS
Term Expiration
Gardner states his term expires in September and he believes in term limitations for
himself. He states he is stepping down from the board in September. There will be an
election in September for a Chairman, Co-Chairman and Secretary.
NEXT MEETING
The next Open Space and Recreation Committee meeting will take place on May 5, 2004.
