Call to Order
Gardner calls the meeting to order at 8:35 p.m.
Gardner introduces new committee member James MacNeil.
Acceptance of Previous Minutes
Gardner asks the committee if there are any changes to the minutes from the February 4, 2002
meeting.
Flannery states that the motion for adjournment on page 5 is incorrect. She states that Paluzzi
made the motion to adjourn, seconded by Flannery.
Gardner states that on page 1, Elizabeth Dunne is the representative from Ward 6, not a
representative from Ward 6.
A discussion takes place on the validity of the last paragraph on page four. Upon review, the
committee is in agreement to add the following sentence to the end of this paragraph:
“It is concluded that there are several other higher priority activities, therefore we will not pursue
this matter.”
Paluzzi:
Motion to accept the draft minutes as amended of the February 4, 2002 meeting,
seconded by Flannery. All members in favor, no one opposed. Motion carries
10-0-1 (MacNeil abstains).

Old Business – Deferred to April Meeting
Update – Trails Map
Paluzzi states that he has received a price from a vendor in Salem and will pursue additional
prices from other vendors.
Modugno suggests getting price information from CCI in Beverly.
Buchsbaum states that Natures Classroom could possibly assist in printing the map. He states
that he will contact them and get more information.
The committee is in agreement to defer modification of the OSRC Mission Statement until next
month’s regular meeting.
New Business – Review of March/April Activities
Public Hearing – March 21, Volunteer Recruitment
Gardner encourages the entire committee to attend the public hearing scheduled for March 21,
2002. He stresses the importance of recruiting volunteers at this public hearing and states that
there will be a volunteer sign up sheet posted that evening.
Gardner asks Modugno if it is possible for her to get some advertising out to the public.
Modugno states yes.
Finalizing Action Plan
Gardner states that he would like to incorporate any comments from tonight’s public presentation
into the 2002 Action Plan.
Earth Day Activities
Gardner asks committee members to organize an activity within their respective wards as part of
the Earth Day festivities.
Modugno states that she will try to organize something for her ward and will let Gardner know
as soon as she puts something together.
Squibb states that he will meet with City Councilor Morency and discuss some ideas for this
event.

Buchsbaum states that he is attempting to coordinate an activity for this event with Cape Ann
Vernal Pool Task Force. Paluzzi states that he has a disk that shows all the vernal pools in
Beverly that could be useful.
Tracy asks for the contact person to assist in organizing beach clean-ups throughout the city.
Gardner directs her to contact Mike Collins in the Public Works department.
Tracy states that at the Philips Estate bathhouse area there is a tree trunk hanging. She asks for
the contact person to assist in cleaning this up. Scully states that it is city property and she
should contact Mike Collins.
Skrabut states that she will attempt to organize a walk from Obear Park to Greens’ Hill.
Other Business
Modugno states that she attended a regional meeting for the North Shore Open Space Committee
Network on February 2, 2002. She states that she met Planning Consultant Sue Moses from
Rowley that works with many surrounding communities on the CPA Act, and she also reviews
Open Space Plans, assists with updating Open Space Plans, and she works with the Green
Neighborhood Institute on developing public relations materials. Modugno states that Moses
would be willing to come to a meeting and present some of her information.
Modugno next discusses the Bond Bill. She explains that this is a request for the City Council to
adopt a resolution to support the Bond Bill. She states that the Bond Bill will provide $250
million in capital for an Open Space Protection Program. Modugno states that the OSRC should
urge the City Council to adopt and support a resolution to help this bill pass. She states that she
has drafted a letter to the City Council for the committee to review.
Modugno states that she contacted Lynn Harper, a regional habitat inspection specialist. She
hands out a brochure and states that this information could be helpful with Biodiversity Days.
quibb:
SMotion to accept and forward draft letter to the City Council requesting to adopt a
resolution to support the Bond Bill, seconded by Paluzzi. All members in favor,
no one opposed. Motion carries 11-0.
Gardner states that the final cost for the thank you gift for Tina Cassidy is $10.00 for each
contributing committee member. He states that he would like to have each member sign the
back of the photograph. Flannery states that she will bring an appropriate pen to the next
meeting for members to sign the photograph.

Motion to adjourn, seconded by Modugno. All members in favor, no one
opposed. Motion carries 11-0.
