2002-07-15 City of Beverly, Massachusetts Public Meeting Minutes BOARD: Open Space and Recreation Committee SUBCOMMITTEE: DATE: July 15, 2002 PLACE: Beverly Library BOARD MEMBERS PRESENT: David Gardner (Chairman), Charles Raymond, Kathleen Skrabut, Elizabeth Dunn, Robert Buchsbaum, Ellen Flannery, Bill Squibb ABSENT: Anthony Paluzzi, Bill Squibb, Cindy Modugno, Kathern Tracy OTHERS PRESENT: City Planner Debra Hurlburt RECORDER: Jeannine Dion (tape) Chairperson Gardner calls the meeting to order at 7:00 p.m. Acceptance of Meeting Minutes Flannery: Motion to accept the June 3, 2002 meeting minutes as written, seconded by Skrabut. All members in favor, no one in opposition. Motion carries. New Business Grants Program Gardner states he and Buchsbaum have discussed the Grants Program and Buchsbaum suggested that the Bass River be considered for the Grants Program. Hurlburt states that in order to apply for a grant, you have to know your scope of work for the site. The city could be awarded anywhere from $2,000 to $50,000 for the following suggested projects: · Maintenance of existing trails (including bridges), · Development of trail signs and trail head facilities (such as signage, kiosks, maps), · Construction of new trails, · Development of trails to make open space, · Development of trails within an urban area, · Trails paralleling water, · Planning, designing and engineering necessary to get trails built. Open Space and Recreation Committee Minutes July 15, 2002 Page 2 Old Business Subcommittee Reports Trail Mapping Gardner states that Tony Paluzzi offered to speak with the Paper Crane regarding mapping. The committee will await Paluzzi’s report. Liz Dunn states she spoke with an advertising person who offered her assistance regarding signage. She recommends using square signs and a simple design (two masted schooner). Hurlburt provides examples of the trail signs posted in Salem. She shows the committee the 4 x 4 markers, which were tacked into the trees with galvanized nails. The prices are $1.49 each. 1,000 would be 62 cents each. They are very nice and they went up very quickly. There is discussion about utilizing the services of Boy Scouts to help put up the signs. Gardner states he recalls some discussion regarding having a generic marker and then having a blaze of a different color. The committee discusses the options for the City of Beverly sign and Open Space signs. The members agree on “Public Open Space” for the Open Space signs with a picture of a beaver and sea anemone. Tom Scully offers to provide samples of pictures for the next meeting. New Business Discussion – Future Committee Role Gardner states that the group has moved things along with the mapping, identification of properties and inventories. At the last meeting, the group discussed detailed property site plans, which Gardner offers to work on. Gardner states he has spoken with Buchsbaum regarding a Management Plan that would offer guidance to the city planners on how properties might be managed. The members agree to work with Hurlburt regarding reviewing future grant opportunities, meet with other groups in the city and further plan the trail mapping. Open Space and Recreation Committee Minutes July 15, 2002 Page 3 Hurlburt states she has a friend who is a Sheriff, who has some men in Middleton, who may be available to do some of the physical work on the trails. The committee can identify where the trails should be and the men can help with the trail cleaning, etc. She states in Salem, the men built bridges in the woods. A local lumber company donated the materials. The materials were shipped to the jail and the men put the bridges together. It provides the men an opportunity to learn something. It worked out very well in Salem. It was a great resource. Grants Program Gardner asks Hurlburt if she will be hiring someone who will assist in the grants program. Hurlburt responds that there will be a person who will be Open Space staff and Conservation Commission staff. Anything beyond administration will be a plus. She is hoping that the person can do some grant writing in that field, if time is allowed. She states the Conservation Commission Agent should be a full-time position to do it correctly and appropriately. Gardner asks if grant writing is something that committee members can do. Hurlburt responds that it could be a role of the committee. She states that grant writing is not hard, it is just time consuming. Next Meeting Date The next Open Space and Recreation meeting is scheduled in September. Adjournment Flannery: Motion to adjourn, all members in favor, no one opposed. Motion carries.
