2002-10-07City Of Beverly Public Meeting Minutes BOARD: Open Space and Recreation Committee SUBCOMMITTEE: DATE: October 7, 2002 PLACE: Beverly Public Library BOARD MEMBERS PRESENT: David Gardner (Chair), Robert Buchsbaum, Cindy Modugno, Anthony Paluzzi, James MacNeil, Elizabeth Dunne, William Squibb, Kathleen Skrabut, Ellen Flannery (arrived at 8:30 P.M.) BOARD MEMBERS ABSENT: Charles Raymond OTHERS PRESENT: Amy Maxner, City of Beverly Environmental Planner RECORDER: Cheryl Lamont (tape) Chairperson Gardner called the meeting to order at 7:15 P.M. ACCEPTANCE OF PREVIOUS MINUTES Motion made by MacNeil to accept the September 9, 2002 Open Space meeting minutes with correction to those present (James MacNeil absent) seconded by William Squibb. All members in favor. Motion carries. OLD BUSINESS Trails – Status of trail map reproduction Paluzzi updates the Committee and states that he continues to obtain information regarding the charge for the maps and associated costs. He will continue working on this project and will obtain a layout and a cost per map prior to production approval. He may be able to obtain a timeline by the next scheduled meeting. Paluzzi is confident this project can be ready by the end of March. Sally Milligan Management Plan Buchsbaum updates the Committee and introduced his draft copy of the management plan and explained different aspects of the plan. He then opened this up to discussion. Amy Maxner volunteered to bring a copy of her management plan she wrote for the Choate Farm in Danvers to the board. Buchsbaum and Maxner may have an opportunity to look over her plan prior to the next meeting. Board members concluded this was a 1 great opportunity and would be a good place to start with their plan. Board members were encouraged to submit any comments they may have regarding this draft. Report on Beverly Land Trust Gardner stated that he put this item on the agenda because it was felt that the Open Space and Recreation Committee felt a natural connection in working with the newly formed Beverly Conservation Land Trust. Input was received from Joan Johnson, Treasurer, that this newly formed Committee almost has their non-profit status and that they have spent the first six months organizing and writing their mission statement. Their basic function is to help preserve land, educate the public, and pursue fundraising, etc. It was suggested that these two Committees should form a natural partnership and work together in collaboration. Phillips Estate – Creating views, history Modugno reports that she has not yet obtained a copy of the photos of the Phillips Estate for board review. She has some regional information from the Essex County Community Foundation regarding a seminar to be held at Pingree on Saturday, October 19, 2002. She feels that would be very worthwhile but is unable to attend and is looking for someone from the Board to attend. Funding Issues Gardner reports that he asked Hurlburt what sort of help the Board could expect from the Planning Department in regards to grant writing and she responded by saying that if the Planning Department could help, they would. Modugno suggested that the Board try to seek out a volunteer who has grant writing experience by putting out a flyer on the forum table, also a letter to the editor and maybe an article again in the Beverly Citizen to recruit a volunteer with this background. NEW BUSINESS Committee Members Role and Committee Organization Gardner introduced his thoughts on an organizational plan for committee members’ role (see attached) and opened this topic up for discussion. Some suggestions were: · to have an agenda to move quickly through for the first hour and then move into sub committee for the second hour; · changing the meeting date because of conflicts; · increasing the meeting time from 6:30 P.M. – 9:30 P.M. with a two-hour 2 meeting and moving into sub committee for the third hour. Election of Officers Paluzzi motions to elect for another term David Gardner as chairman and Robert Buchsbaum as Vice Chairman, seconded by MacNeil. All members in favor. Motion carries. It was decided not to elect a Recording Secretary at this time and to leave this position open. Next Meeting Date Paluzzi moves to set the next meeting of the Open Space and Recreation Committee for Tuesday, November 12, 2002 at 7:00 P.M., seconded by Squibb. All members in favor.
