2000-06-12PRESENT: ABSENT: PUBLIC: BEVERLY AIRPORT COMMISSION MINUTES OF THE REGULAR MEETING JUNE 12, 2000 Commissioners Duval, Eaton, Farmer, Gourdeau, Lydon, Mahoney, Rosen, Vitale, and White Commissioners Bamico and Nelson Angler Ames, Dave Graham, Craig Schuster, Ken Lewis, Ken Robinson, Victor Capozzi, and Peter Simpson CALL TO ORDER: Chairman Farmer called the meeting to order at 7:30PM. 1. Presentation: · Edwards & Kelcey Update - Dave Graham reported that E&K had done a courtesy review of the D-H Airport Master Plan Update draft and it appeared acceptable. Craig Schuster asked the status of the BAC's interest to extend the Airport Admin/Maint building. Chairman Farmer said it has not been addressed since the E&K estimate was submitted but it is not a dead issue and it will be a part of the Airport 5-Year CIP plan. Reading of the Minutes for May 2000 - Chairman Farmer called for a reading of the minutes. Vice Chairman Eaton made a motion to accept the minutes, seconded by Commissioner Duval. Motion passed unanimously. Reading of the Financial Report - Chairman Farmer called for a reading of the financial report for May 2000. Commissioner White gave the financial report. Commissioner Lydon made a motion to accept the financial report subject to audit, seconded by Commissioner Duval. Motion passed unanimously. OLD BUSINESS: Airport Manager Salary Range - Commissioner Mahoney recommended that the airport manager position salary range be $47,000.00 to $57,000.00 per year and that the range could be reviewed every couple of years. There was discussion amongst the commissioners. Commissioner Lydon made a motion that the airport manager position annual salary range be $47,000.00 to $57,000.00, seconded by Commissioner White. Motion passed unanimously. Commissioner Lydon also made a motion that the airport manager salary range be reviewed every two years in the month of June, seconded by Commissioner Mahoney. Motion passed unanimously. BEVERLY AIRPORT COMMISSION MINUTES OF THE REGULAR MEETING JUNE 12, 2000 NEW BUSINESS: T-Hangar Survey - Airport Manager gave the restfits of a T-hangar interest survey for Beverly Municipal Airport and for most of the airports in Massachusetts. There was a discussion about the feasibility of potential Beverly T-hangar development. Chairman Farmer felt that it would be premature for new hangar development because of no pubhe access to developable sites. Both Chairman Farmer and Commissioner Duval felt that existing aircraf~ storage space should also be filled first before entertaining new development. Commissioner Gourdeau made a motion to table T-hangar development discussions tmtil a later date, seconded by Commissioner Mahoney. Motion passed unanimously. August BAC Meeting - Chairman Farmer made a motion for the BAC not to meet in August, seconded by Commissioner Mahoney. Motion passed tmanimously. AIRPORT MANAGER'S REPORT: The Airport Manager's report for the 6/12/00 BAC meeting was included in the commission packets. The Airport Manager updated the Commission on events that had taken place since the mailings e.g. lowest fence estimate for Hangar #4 was $1,775.00, FAA is repairing the localizer, Gongas' have moved out, and the date for the M.A.C.-funded pavement marking program for BVY is June 19th and 20th. CHAIRMAN/COMMISSION COMMENTS: · Commissioner Gourdeau gave an update on the Homecoming Aviation Day. ADJOURNMENT: Motion to adjoum made by Commissioner Viiale, seconded by Commissioner Gourdeau.
