Chairperson Gardner calls the meeting to order at 7:40PM
This was preceded by a 6:30 field trip to walk Green’s Hill with the Principal of the
Ayers/Ryal Side School and David Lang (Chairman of the Conservation Commission).
A. Old Business
1. Acceptance of Public Meeting Minutes
Paluzzi
Motion to accept the July 15, 2002 public meeting minutes with corrections
to those present (Tracey absent) and a few wording changes. This is seconded by
Modugno. All members in favor; no opposition. Motion carries.
Subcommittee reports
2.
Trail Map Update
– Brief discussion – nothing new but a goal to get something “out
there” soon.
Regional
– Nothing until October 14th. Modugno plans to attend.
AMC Trail Repair Workshop
Gardner and Paluzzi discussed their outing to the
Whites. They learned about drainage and water control, brush removal and blazing.
With this knowledge, a date was set to blaze some trails at Sally Milligan Park on 11/9
at 9 am. After this, the “Beverly Blazers” will move to Phillips Estate and Norwood Pond
with the cooperation and sanction of local support groups.
3. Management Plans –
a.
Discussed briefly the Green’s Hill preliminary ideas of some view clearing and trail
layout. Have applied for a grant to assist in this planning and design. There is a need to
also consider community and school safety issues in any design and management plan.
b. There was discussion on opening up the Hill property and keeping it trimmed.
Buchsbaum offered to draft a mini plan for the Hill property and Milligan Park. Gardner
will draft a plan for other areas. Modugno will ask Scully if he can produce the picture
with the Phillips Estate vista.
4. Committee Role in Funding
– Gardner asked if there should there be a grant writing
sub-committee? Would the goal be just acquisition? Gardner will speak with Hurlburt to
see if any assistance is available from the city as committee members cannot do
everything needed for grant applications.
B. New Business
1. Green’s Hill –
Previously discussed.
2. October report –
The group reviewed a draft of a report by Gardner to the city
council. We added the trail map progress and description of Bio-diversity day
offerings.
3. Letters -
a. The committee reviewed a letter to Con Com re: Henderson property open
space being designated as playing fields. Paluzzi will check to see if he has any
conflict issues. A motion to accept was offered by Paluzzi and seconded by
Modugno.
b. The group reviewed a letter to Planning Board Chairman Dinkin re: Bartlett
Estate development and linkage lands in Beverly that allow access from one open
space area to another. Because the Bartlett Estate connects important open space
areas, the letter requests trails constructed within the buffer areas east of the
property to allow such access. Motion to accept with modifications was made by
Modugno and seconded by Paluzzi.
c. Finally, the committee reviewed a draft of a letter to Tracey thanking her for her
service and welcoming her back if she ever wishes to give more input.
C. Next Meeting Date
The next meeting of the Open Space and Recreation Committee will be held on
October 7, 2002 at 7:00 pm.

Motion to adjourn by Buchsbaum was seconded by Gardner at 9:04.
