Gardner calls the meeting to order at 7:00 p.m.
Acceptance of Meeting Minutes
Buchsbaum: Motion to accept the draft minutes of the February 13, 2001 meeting as amended,
seconded by Squibb. All members in favor, no one opposed. Motion carries.
Finalizing Open Space and Recreation Plan with Open Space Plan Goals
Ken Buckland from the Cecil Group provides an overview of the Open Space and Recreation
Plan.
1. Goal: Integrate the Open Space Planning and recommendations into the city's planning
and budgeting process.
Objectives:
a. Integrate the Master Plan and the Open Space and Recreation Plan.
b. Create funding mechanism to support the acquisition of open space and
recreational areas.
c. Annual land forum.

1. Goal: Preserve and enhance Beverly's environmental resources.

Gardner asks members to read the Open Space and Recreation Plan and provide any
comments/revisions to Tina Cassidy. Cassidy will provide all comments to Buckland. He will
incorporate the comments and draft Section 6 and report back to the committee.
Community Preservation Act
Gardner states that Cassidy ran some numbers and discovered that if the Community Preservation
Act should be approved, approximately $600,000 to $750,000 per year would be available at the
3% level. The funds would be split with affordable housing and historic preservation groups.
Gardner and Cassidy discussed setting up a meeting with the affordable housing and historic
preservation groups to discuss the Communilty Preservation Act (C.P.A.). There has to be some
discussion regarding the distribution of the funds. 30% of the funds are to be split evenly,
however, the other 70% can be distributed as the city wishes.
Buchsbaum: Motion to form an adhoc sub committe to explore with the affordable housing
and historic preservation groups the Community Preservation Act, seconded by
Paluzzi. All members in favor. Motion carries.
Review/Approval of Draft March Council Report
Gardner will be delivering the Committee's semi-annual report to the City Council on March 19,
2001.

Motion to accept and submit the draft report to the City Council, seconded by
Modugno. All members in favor. Motion carries.

Norwood Pond Joint Meeting
A joint meeting with Norwood Pond and the Parks and Recreation Commission is scheduled to
take place on March 22, 2001 in the Barnett Gallery, Beverly Public Library at 7:00 p.m.
Other Business
Gardner states he has discussed with Tina Cassidy the idea of inviting the public to discuss ideas
in a neighborhood meeting setting. He recommends discussing this in further detail at the April
meeting. The tentative date for the "neighborhood meeting" is Thursday, May 17, 2001.
A joint meeting with the Parks and Recreation Commission and Open Space and Recreation
Committee has been scheduled to take place on March 22, 2001 to discuss parks and Norwood
Pond.
Scott Houseman would like to present a model subdivision bylaw at the upcoming April 9, 2001
Open Space and Recreation Committee meeting.
The public hearing for the Open Space and Recreation Plan is scheduled to take place on April 23,
2001.
