Gardner calls the meeting to order at 7:15 p.m.
Acceptance of Meeting Minutes
Paluzzi: Motion to accept the draft minutes of the July 2, 2001 meeting as amended to
correct the name of the committee, seconded by Squibb. All members in favor, no
one opposed. Motion carries.
Subcommittee Reports
Trails Subcommittee
Members: Tony Palluzi. Guido Lauranzano, Charles Raymond and Kathern Tracy.
Tracy presents a copy of the draft map to the committee and states the group used the
Hamilton / Wenham trail map as a guide. The subcommittee would like guidance as to which areas
should be identified on the trail map (i.e. Beverly Airport, Wenham Lake, Endicott College, etc.).
Tracy asks if the map should be truly be a trails map and only identify trails or elaborate more and
identify some of the more commonly visited areas on the map.
Buchsbaum states that Mass GIS is a good source for maps.
Tom Scully, Director of Community Services, recommends contacting the Geography
Department at Salem State College. He spoke with them a couple of years ago and they were
willing to do some GIS maps. Kathleen Skrabut provides Tracy with a contact person's name at
Salem State to follow up.

There is discussion regarding the size of the proposed map and the cost for producing copies.
Cassidy recommends 24 X 36. Tracy states the estimate for producing 500 double-sided copies is
$600. She states there is no money specifically earmarked for producing copies of the map,
She states if the cost is determined, the Committee could approach the Mayor and see if there is
any money available.
The group decides to include the following sites on the map:
· Phillips Estate
· Norwood Pond (Contact Essex County Greenbelt Association first to insure there is
public access through their property)
· Beaver Pond (if public access from Standley Street is verified)
· Witches Woods
· Bass River Walkway (End it at the end of Crosby property)
· Sally Milligan Park (including Santin property)
· Branch Lane
· Duck Pond (Show emergency access road from end of County Way to Duck Pond
village.).
Community Preservation Act (CPA)
Squibb reports that a brochure on the CPA is 99% complete and ready to go to the printer.
Informational presentations are being scheduled throughout the City, starting at the Historical
Society's meeting on Wednesday.
Tracy states the subcommittee is also working on meeting with civic organizations, church
groups, the City Council and other City departments.
Tracy states that an informational "drop" will he planned in the near future. All members are
invited to help out.
Open Space and Recreation Committee's Reportr to City Council
The following additions / revisions to the draft letter to City Council are submitted:
Under the list of work immediately ahead:
Insert - Publishing a Trail map for the city.
· Future Activity- Begin work on trail markings in the future.
· Participation on the Community Preservation Act Committee (if approved by the voters in
the fall).

Other additions / revisions discussed:
· Purchase of Crosby property.
· Sally Milligan Management Plan has been accepted by EOEA.
· Plan to create a uniform signage system for trails.
* Master Plan Steering Commiittee and OSRC should be added to the cc list.
Flannery: Motion to approve the aforementioned additions / revisions to the draft letter to
City Council, seconded by Paluzzi. All members in favor, no one opposed. Motion
carries.
The Future Direction of the OSRC
The group discusses several topics to work on in the future:
Come up with a mere definitive trails program.
Educational outreach ("Clean-up" Day, Fall Walk). Buchabaum offers to lead a walk at
the Phillips Estate.
Next Meeting Agenda
· Discuss the 4/19/01 open space workshop results.
· CPA presentation.
· Election of Officers.
· Subcommittee reports.
Updated Trail maps.
Gardner explains to the audience that the committee will now be entering executive session to
discuss potential land acquisitions, and will not be returning to regular session afterward.
Paluzzi: Motion to adjourn the regular meeting to executive session, seconded by Flannery.
Gardner (yes), Tracy (yes), Squibb (yes), Buchsbaum (yes), Flannery (yes), Paluzzi
(yes), Skrabut (yes), Raymond (yes). All members in favor, no one opposed.
Motion carries.
The meeting adjourns to Executive Session.
The next regular meeting is scheduled on October 1, 2001 at the Beverly Public Library.
