Gardner calls the meeting to order at 7:00 p.m.
Gardner asks the members if there are any corrections that should be made to the draft
minutes of the Board's April 3, 2000 meeting. There are none.
Buchsbaum:
motion to accept the minutes of the committee's April 3, 2000 meeting,
seconded by Tracy. All members in favor, motion carries.
Next, Gardner welcomes Mr. Scott Houseman to the meeting. Mr. Houseman informs
members that there is a land development workshop being held this Thursday at the Essex
Agricultural and Technical School. He also informs members that he is interested in
drafting a new cluster zoning ordinance for the City's consideration.
Next, Gardner introduces Mr. Ed Becker, executive director of the Essex County Greenbelt
Association ("ECGA'). Becker provides a brief update on scheduling a landowner forum in
Beverly. He explains that the next step is to develop a list of the names and addresses of
property owners who might be appropriate to invite to such a forum. He says that ECGA is
very eager to help the City sponsor a landowner forum.
Next, Buchsbaum informs members that an open space network meeting will be held at the
Cox Reservation on June 3, 2000 from 8:30 a.m. to 10:30 a.m. He will send additional
information on the details of the meeting at a later date.
Buchsbaum notes that the committee has received a thank you note from Pam Kampersal
of the Norwood Pond Association for the interest expressed in Norwood Pond following the
site visit to the property last week.
Next, Gardner explains that the majority of this evening's meeting will be devoted to
creating a series of maps which should, upon completion, provide the committee with the

locations and owners of parcels that might be worthy of some type of open space protection
or access by the public. He asks members to break into groups and identify the following
using a set of assessors' maps: a) parcels that by themselves might be worthy of outright
acquisition by the City; b) parcels that should be acquired for their value in "cementing" or
augmenting parcels already owned by the City; and c) those parcels that can create
linkages between valuable City lands.
Members break into groups for this part of the meeting.
Following this task, Gardner asks the members to review the maps and add information on
potential physical links between sites, and those that might be appropriate for conservation
restrictions/easements.
Members break into groups again, and Gardner reconvenes them following completion of
this effort. Gardner then facilitates a discussion that compiles the suggestions and work of
each group into a single map.
Cassidy explains that State Representative Michael Cahill has offered the assistance of his
office in compiling the rest of the map and drafting a list of information on the privately-
owned sites. This information would be used to invite people to the landowner forum.
Next, members briefly discuss the pending grant application for the Santin and Hill
acquisitions. Several members and Ed Becker offer their assistance in preparing the
application.
Gardner notes that the next meeting of the committee will be held on June 5, 2000.
