Counc//or McMahon was absent Pledge of Allegiance to the Flag: Ledby Councilor Murray Appointments: Acceptance of Minutes of Previous Meeting: Meeting of March 6, 2000 Communications from His Honor the Mayor: #94 March 20, 2000 Honorable City Council City Hall Beverly, MA 01915 Dear HonorableCouncil: I am pleased to announce tonight that we ere ready to immediately advertise for the replacement of all water metors in the City sized one inch or less. There are an estimated 10,600 such meters, which essentially correlates with the residential population. The new meters will be owned by the City, they will be remotely readable, i.e. no access to the building containing the meter will be required, end will be readable at all times. The specification has been written to maximize competition. We will approach you for an appropriation aRer opening bids. Installed prices are expected to be within a $150-225 per unit range. We expect to request that funds to pay for these meters be transferred from existing belances at SESD. We will: Advertise - March 29, 2000 Open Bids - April 13, 2000 First Reading Appropriation Request - Council Meeting April 17, 2000 Possible Public Hearing Date - Council Meeting May 1, 2000 Appropriation of Funds - Council Meeting May 1, 2000 Bid Award - within 60 days of Opening Project Commencement - 10 days after Notice to Proceed Our goal is to replace 95% of the meters within twelve months. In parallel we will soon commence a program to install new city meters on the 500 or so larger services (larger pipes) throughout the City. These are typically commercial or industrial locations. After the residential program is working smoothly we will also come forward with a proposal for second meters, also to be City owned, for lawn and gardenLug use. These meters will be made by the same manufacturer as those installed in the primary residential progem. The advantages of the new meters include billing for actual usagc no more estimated bills--at all times, low flow indicators to help homeowners detect leaks, major progress in accounting for all water, elimination ofbrokon or defective meters, and better ability to analyze and solve problems. Last, but not least, we expect that some water which today goes unbilled will be billed. These monies will help pay for the new meters and should help offset future rate increases. Indeed, all of these projects were actually contained in last year's plan so they are not new to you. 1. Departmental Equipment for the Department of Public Services and the Fire Department in the amount of $580,000. 2. The stands at Hurd Stadium in the amount of $125,000. 3. $50,000 for Consulting Services to design the connection from the Beverly Hospital Power Plant to Beverly High School eliminating the need for boilers in the high school. HIGH SCHOOL HOSPITAL HEATING CONNECTION The Beverly High School is located physically very close to the Beverly Hospital Power Plant. Discussions between the City and hospital show joint interest in a plan which would heat Beverly High School using the hospital boilers. It is believed that considerable savings could be achieved bene~ting the community. The land between the two locations is entirely owned either by the hospital or the City. This connection would eliminate the need for replacement boilers at the High School. $50,000 is requested to investigate and design the appropriate connection ready for bidding. We will also get a reading on the prospect ofunother such connection to the Briscoe Middle School. II. VIEWER STANDS AT HURD STADIUM The stands at Hurd Stadium are made up of alaminum seats on a steel frame. The frames are badly rusted in many areas. It is necessary to remove the seats, sandblast the ~'ames, repair as necessary, prime, paint and reassemble. As per the Capital Expenditure Plan we intend to do the project in two segments, the home side and the visitors' side. Please take a first reading tonight and set a Public Hearing fur the sum of $125,000 which is the estimate of funds needed to improve the stands on one side. No one should need to be reminded of the collapse of stands at last year's Army/Navy game. III. DEPARTMENTAL EQUIPMENT As outlined in the Capital Expenditure Plan, we require 'the expenditure of $580,000 for necessary equipment. Nearly $500,000 of this sum is for the Department of Public Services. A list of the equipment and an explanation of each item is attached. After further review, slight modification to the detail in the Capital Expenditure Plan has been made. We concluded that a dedicated snow blower was better substituted for by a second street sweeper. This decision was made because of the low utilization of the blower. With the purchase of a second beckhoe, we will be able to lift snow into trucks if needed. On the fire side we need replacement jaws of life, a squad truck (maintenance vehicle) and a command car at an estimated total of $85,000. As part of that process, our engineers have identified areas of the lots at the Cummings Center and Stop & shop properties which need to be acquired to widen and improve the road layout in that area. The parcels to be taken are shown on the plans submitted herewith. As you will see from the attached certificates 'of donation, the owners of the affected properties have agreed to donate the taking areas to the City without compensation.
