2000-07-10BEVERLY AIRPORT COMMISSION MINUTES OF THE REGULAR MEETING JULY 10, 2000 PRESENT: Commissioners Farmer, Gourdeau, Lydon, Mahoney, Nelson, Rosen, Vitale, and White ABSENT: Commissioners Barnico, Duval, and Eaton PUBLIC: Dave Graham, Ken Lewis, Ken Robinson, Victor Capozzi, and Richard Mello A. CALL TO ORDER: Chairman Farmer called the meeting to order at 7:30PM. 1. Presentation: Edwards & Kelcey Update - Dave Graham reported on the static displays that might appear at the Beverly Homecoming Aviation Day and his getting a radio spot on WESX AM radio for the Airport Manager to speak about the event. Dave also reported on his and the Airport Manager' s strategy to get a Vegetation Management tractor and mower. Reading of the Minutes for June 2000 - Chairman Farmer called for a reading of the minutes from the June 12, 2000 meeting. Commissioner Lydon called for a correction. He said the vote to table T-hangar development discussions was not unanimous, that he was against postponement of discussions. Chairman Farmer said the minutes would be corrected. Chairman Farmer then called for a motion to accept the minutes. Commissioner White made a motion to accept the minutes, seconded by Commissioner Gourdeau. Motion passed unanimously. Reading of the Financial Report - Chairman Farmer called for a reading of the financial report for June 2000. Commissioner White gave the financial report. Commissioner Gourdeau made a motion to accept the financial report subject to audit, seconded by Commissioner Lydon. Motion passed unanimously. B. OLD BUSINESS: Hangar #4 West Side - Airport Manager Mezzetti reported that per the City Solicitor the proposed lease has been forwarded to the City Council Legal Subcommittee for their review but that the City Solicitor did not know if City BEVERLY AIRPORT COMMISSION MINUTES OF THE REGULAR MEETING JULY 10, 2000 Council would get to review it prior to September (there are no Council meetings in August). Chairman Farmer talked of the improvements made by G.A.S. at Hangar Four and pictures were circulated. Chairman Farmer suggested BAC members go over to Hangar Four sometime and see the improvements. NEW BUSINESS: · Chairman Farmer cimulated a letter from Mr. Angier Ames in which Mr. Ames questioned the tabling of T-hangar development discussions. Airport Manager Mezzetti said if Mr. Ames was so inclined he could register a complaint with FAA, in which case the airport has thirty (30) days to respond. There was also discussion that existing aircraft storage space still existed on the airport. D, AIRPORT MANAGER'S REPORT: The Airport Manager' s report for the 7/10/00 BAC meeting was included in the commission packets. Chairman Farmer asked if there were any questions. Commissioner Lydon asked why airport maintenance staff mowed Sam Fonzo Drive. Chairman Farmer said the Mayor had requested it. Commissioner Mahoney asked what was normal for daily landing fees and overnight parking fees. CHAIRMAN/COMMISSION COMMENTS: · Chairman Farmer reported on his and Commissioner Mahoney's visit to the Salem Evening News Editor regarding an airport newspaper article. · Chairman Farmer briefed the Commission on the June 27, 2000 Ransom Environmental public meeting regarding the Vitale/Casco/Nike/G.A.S. sites. Chairman Farmer reported the Airport Manager' s FY00 Work Planning items were 99.9% complete, that two incomplete items (the Airport Master Plan Update and Ransom remediation and stormwater flow issue) were not his fault. Chairman Farmer said the Airport Manager will submit his FY01 Work 2 BEVERLY AIRPORT COMMISSION MINUTES OF THE REGULAR MEETING JULY 10, 2000 Plan at the September BAC meeting. Chairman Farmer said the Commission should be able to discuss where they want to go from there. Chairman Farmer talked about getting ID cards and name tags for the Commission and airport staff. Commissioner Lydon made a motion to get ID cards and name tags for the BAC and airport staff, seconded by Commissioner Gourdeau. Motion passed unanimously. Chairman Farmer talked about the airport industrial parcels. He talked about the Mayor' s desire that the parcels abutting Sam Fonzo Drive be sold because a sold property would generate more tax money than a rental property. Chairman Farmer said he was aware that there are those who agree and those who would disagree with a sale. Chairman Farmer said that per FAA the property release would first have to be for rental only (as rental was the original request). The BAC would then have to obtain consensus of which parcels (if any) they want to sell and approach the FAA for a request to sell. Commissioner Lydon pointed out that the brass plaque by the flagpole needs to be cleaned. Chairman Farmer suggested some sort of protective spray might be obtained and applied after the cleaning. Chairman Farmer also requested the Airport Manager check pricing for a brass plaque for the helicopter memorial. Commissioner Nelson requested that Catherine Lament' s name be added to the public attendees at the June BAC meeting. Commissioner Gourdeau updated the BAC on the Beverly Homecoming Aviation Day status. Chairman Farmer named the individuals who gave donations. Chairman Farmer said that any shortfall should be made up from airport revenues. Commissioner Lydon made a motion that any needed funds for Aviation Day be taken from the airport's revenue fund not to exceed $500.00, seconded by Commission Gourdeau. Motion passed unanimously. ADJOURNMENT: Motion to adjourn made by Commissioner Gourdeau, seconded by Commissioner Lydon. Motion passed unanimously.
