These are the former Vitale site, the Nike Missile site and the General Aviation Services site. I bring to you tonight a request for additional spending in the amount of $169,000 to perform further investigative environmental work at these three sites. The purpose of this additional testing is to give the entire community more comfort regarding the condition of these sites and any possible threats to the water supply from them. This work, as previous work, will be performed by Ransom Environmental Consultants. I intend to hold with you later a thorough review of everything we have done and propose to do, but I will try to briefly summarize things here. In 1988, long before any of us began public service, the State Department of Environmental Protection issued a Consent Decree to the City of Beverly regarding the Vitale site. Within one month the City of Beverly strangely put this site, thought to be contaminated and thus the reason for the Consent Decree, under conservation protection. Nothing else happened for eight years. In 1996 working with DEP this Administration began work to ascertain the extent of pollution, if any, on these three sites. This action was taken in close concert with DEP with whom we also began work to cap the landfill, a task now essentially complete. Indeed the investigation scope agreed with DEP was and still is totally satisfactory to the Department of Environmental Protection. Between 1996 and now the City of Beverly has expended some $440,000 to investigate these sites. All these costs have been borne against current operations. The status of the three sites is as follows: 169 Vitale - DFP is satisfied based on results obtained that the site requires no fudher testing. People in the community have, however, raised additional questions. After extensive discussion with David Lang, Chairman of the ConCom, additional testing is included in the request put before you tonight. This testing amounts to :$72,500 of the total :$169,500. David Lang did work with our outside consultants to reduce this amount from the initial suggestion by modifying the test program. Nike Missile site- Again because of questions raised by concerned citizens we are proposing additional testing in the amount of $42,000. We earlier removed a hot spot, i.e. an identified source of contamination which was identified during Phase 2 of the investigation already conducted. This material was excavated and removed at an additional cost of :$71,000. Its removal will help allow for Airport Commission leasing of that land. General Aviation Services - Phase 2 of our earlier investigation raised questions needing further investigation. Also questions from the public regarding this site have caused us to identify additional testing to give us more information and increased mental comfort. This work will cost $54,500. In summary we have now.expended $440,000 over five years plus :$71,000 for removal of a "hot spot" and we request of you tonight :$169,000 for additional testing. Most of what is being requested tonight is above and beyond what DEP requires but will give us additional comfort and information and leave no reasonable question unanswered. Once again I propose that these costs be charged directly to operations. I hereby request a transfer of One Hundred Sixty Nine Thousand Dollars [$169,000} from ""Reserve for Unforeseen" to account "Environmental Investigation," said funds to be expended under the direction of the Director of Engineering. At the time we all agreed to delete the request from the budget and treat the matter as a transfer from Reserve for Unforeseen at the appropriate time. For the Millenium Celebration to be held October 13, 14, and 15 two very special books are being prepared for the alumni. The books will celebrate the last one hundred years in Beverly with photos and memoirs. One of them is being prepared by Priscilla Vogler, the other by John Boyle. Graduates from many classes dating back at least fifty years have been invited. In short the celebration is larger than usual and more special given the Millenium dimension. To help defray printing and other costs of this event, I hereby request that :$2000 be transferred from account '"Reserve for Unforeseen" to account "High School Millenium Celebration." Part of the order is a request to designate properly adjacent to and north of 2 Fern Street as "surplus property". The property referred to is Balsam Drive, a public way. The Council passed an order the Mayor signed on December 10, 1966 laying out Balsam Drive as a public way from Shannon Lane to the property owned by the Trustees of Reservations. To revise any part of any public way, the Council would have to hold a public hearing after notifying all the abutters. A plan suitable for recording at the Registry of Deeds would have to be provided by the interested parties. The Council would have to pass for the Mayor's signature an Order of Discontinuance. Once the Order was signed by the Mayor, by Massachusetts law, ownership of the discontinued would automatically revert to the immediate abutters.
