These amounts result from the fact that the projects ended up costing less than the amount originally appropriated for their completion. We carry these authorized and unissued debt amounts in our annual financial statements and they are also included in various debt reports to the Department of Revenue. As these projects are complete and long term bond debt has been issued, the Council can vote to rescind the balances remaining on these projects. In addition, Bond Counsel, who has reviewed the documentation relating to the loan orders for dump capping passed in January and the drainage projects passed in February has requested that the Council confirm those prior votes. It appears that in both cases, the public notices that were scheduled to appear in a Friday edition of the newspaper were delayed, on to Saturday edition and the other to the following Monday edition, resulting in less than the required ten days notice. Bond counsel has requested that the Council pass the attached order by a two-thirds roll call vote, which vote can then be approved by the Mayor.
