The new law allows for a COLA to be paid retroactively to June 1, 1998, to former employees who retired as non-contribs. The City of Beverly has sixteen former employees who fall into this category. This bill will not take effect until April 13, 1999. As you recall the 398 retirees from the Beverly Contributory Retirement Board received its 2.1% COLA retroactive to July 1, 1998 in December 1998, We have calculated the impact of a 2.1% COLA increase to our existing population of 16 non-contrib retirees. The financial impact is approximately $3,800 and is built into the appropriation from the City. No additional appropriation is needed for 1999. Also Chapter 194 of the Acts of 1998 (the so-called Option C Pop-Up provision) may be accepted and retroactive payment made to July 1, 1998. This Chapter allows for a pension adjustment for those members retired before January 12, 1998, chose option ( C ) and whose beneficiary predeceased them.
