1857-10-08Commonwealth of Massachusetts Essex, ss: To one of the Constables of the town of Beverly. Greeting. In the name of said Commonwealth, you are hereby required to notify and warn in the usual manner the qualified voters of said Town to meet at the Town Hall on Thursday the Eighth day of October current at Two o’clock afternoon, to act on the following Articles: - viz.: - 1st. To decide the manner of choosing a Moderator, and to choose the same. 2d. To see what action the town will take an relation to a communication from the Selectmen upon the High School indictment; and to take such measures in regard thereto as they may deem expedient. Hereof fail not but make due return of this warrant with your doings thereon before said time. Given under our hands and seal this thirtieth day of September in the year 1857. Wm. H. Pursuant to the foregoing warrant I have notified the persons therein named as therein directed by posting notices thereof at or near each of the public meeting houses in town according to the Town Regulations. At a legal meeting of the qualified voters of the town of Beverly, held, in pursuance of the warrant recorded on the next preceding page, at the Town Hall on Thursday the Eighth day of October in the year 1857, at Two o’clock, afternoon. Voted. That a Moderator be chosen by hand vote, and John Safford was thus chosen. The 2d Article of the warrant was then taken up, and after a statement by the Chairman of the Selectmen, that he had consulted C. G. Loring Esq. and others upon the subject, who were all unanimously of the opinion that the town must establish a High School or suffer the penalty for their neglect. On motion of William H. Lovett, it was Voted. That the School Committee be authorized to establish a High School according to law, and that a sum not exceeding Four Hundred Dollars be appropriated for the purpose. 85 voting in favor & 79 in opposition to the above vote. An amendment to the above motion was adopted, and after some discussion reconsidered. On motion of Isaac Prince it was also Voted. That the School Committee locate the School at the Old West Farms School House, if the town is obliged to establish a School before March meeting. Voted. That this meeting be dissolved, and it was so declared by the Moderator. A true record. Attest.James Hill, Town Clerk.
