1857-03-23Commonwealth of Massachusetts Essex, ss: To one of the Constables of the town of Beverly. Greeting. You are hereby required in the name of said Commonwealth to notify and warn, in the usual manner, the qualified voters of said town to meet at the Town Hall on Monday the Twenty Third day of March instant, at Two o’clock afternoon for the following purposes; - viz.: 1st. To decide the manner of choosing a Moderator, and to choose the same. 2d. To see if the town will authorize the Committee appointed at their last meeting to oppose the renewal of the Charter of Essex Bridge, [or appoint another] to confer with the Committee of the City of Salem, and recommend the passage of such an act by the Legislature, to take effect at the expiration of said Charter as the joint Committee may deem expedient for the interest of Salem and Beverly, or take any other measures in regard to the same the Town may think expedient. Here or fail not, but make due return of this warrant, with your doings thereon before said time. th Given under our hands and seal this 16 day of March and the year Eighteen Hundred Fifty Seven. Pursuant to the foregoing warrant, I have notified the persons therein named, as therein directed, by posting notices thereof at or near each of the Meeting Houses in town. John J. At a legal meeting of the qualified voters of the town of Beverly held, in pursuance of the warrant rd recorded on the next preceding page, at the Town Hall on Monday the 23 day of March, in the year 1857 at Two o’clock, afternoon. The meeting was called to order at the time appointed, by the Clerk, who read the warrant therefore, and it was Voted. That the Moderator be chosen by hand vote, and William H. Lovett was thus chosen. Upon the 2d Article, it was, upon motion of John I. Baker Esq. Voted. That the Committee be instructed to advocate before the Committee of the Legislature the passage of an Act authorizing the County Commissioners to layout Essex Bridge as a public highway as soon as practicable; and, if such an Act cannot be procured, to advocate the passage of such other Act as may establish said Bridge as a free Avenue as soon as practicable, in any other way than by a renewal of the Charter to the present Corporation and to this end to cooperate with the City of Salem or any other parties. Previous to the adoption of the last preceding vote, a motion to strike out the first part thereof, so much as relates to an Act authorizing the County Commissioners to layout the Bridge as a public highway, was made by Dr. Boyden, and on being put to vote, was negatived by a large majority - and a motion of Mr. Baker as above recorded was then unanimously adopted, (save one vote). Voted. That the Town Clerk be added to the Committee. Voted. That Mr. William H. Lovett be also added to the Committee. Voted. That this meeting be dissolved, and it was so declared by the Moderator.
