1843-03-13Essex, ss. Beverly. To one of the Constables of said Town. Greeting - You are hereby required in the name of the Commonwealth of Massachusetts to notify & warn the qualified voters of said Town (in the usual manner) to meet at the Town Hall, on Monday the thirteenth day of March current, at nine o’clock in the forenoon, for the following purposes:- st 1. To choose a Moderator. nd 2. To give in their votes for a County Treasurer for the ensuing year. d 3. To act on the reports of the Town Officers and Committees. th 4. To choose Town officers for the ensuing year, and grant them such pay as the Town see fit. th 5. To adopt such measures, grant such sums of money, and make such regulations in regard to schools for the ensuing year, as the Town deem expedient. th 6. To see if the Town will provide a Fire Ladder Box and apparatus, at the Farms, agreeably to the petition of James Haskell and others. th 7. To see of the Town will cause a railing to the built on the breastwork near H. W. Loring’s house on Thorndike Street, agreeably to the petition of J. T. Haskell and others. th 8. To adopt such measures as the Town think proper in regard to widening the Causeway near Cedar Swamp, and cutting down Byle’s Hill so-called, near the estate of late Jona. Foster, as per petition of Samuel D. G. Standley and others. th 9. To adopt such measures as the Town think proper in regard to draining those parts of the road in the Upper Parish near the houses of Wm. Friend and John H. Chipman, agreeably to the petition of Wm. Friend and 66 others. th 10. To see if the Town will grant liberty to John Savary & others - Andrew Larcom and others - John Bell and others - agreeably to their several petitions to work out their highway taxes on the ways leading by and to their several houses and lands. th 11. To adopt such measures, and grant such sums of money for repairing and completing the highways and Town ways the ensuing year as the Town may think proper. th 12. To grant such sums of money to be raised and assessed on the polls and estates within the Town for defraying the debts of the Town, and the expenses of the ensuing year, as the Town think proper, and further make any regulations and allowances respecting the same that may be deemed expedient - The ballots for Town Clerk - Selectman - Assessors - Treasurer & Collector - and School Committee were received on one piece of paper. Hereof fail not but make due return of this warrant with your doings thereon before said time. Porter. d On 2 Article in the Warrant - the Electors proceeded to give in their votes for County Treasurer, within the County of Essex, and the whole number of ballots given in were sorted & counted according to law, and were in all one hundred and forty- Wm. F. Wade, of Ipswich had one hundred and thirty-nine- Edw. Porter, had one. d On 3 Article. Voted, to proceed to act on the reports of the Town officers & Committees. Voted, that the report of the Selectmen be accepted. On the last clause in this report it was Voted, that the demand of $5.50, which the Selectmen have against the Committee of the Sabbath School Celebration, for the use of the Town Hall, and Lumber, be not exacted of said Committee. th On 5 Article. Voted. That $1.90 - one dollar and ninety cents be allowed on each rated poll within the several Schools Districts, for the support of District Schools therein. th On 6 Article. Voted, that the petition of James Haskell & others to be granted, in regard to Fire Ladders etc.. th On 7 Article. Voted, that the petition of Jos. T. Haskell & others, be referred to the Selectmen and that they be authorized to do what they think reasonable, in reference to said petition. th On 8 Article. Voted, that this petition be also referred to the Selectmen, with discretionary powers. th On 9 Article. Voted, that this petition be referred to the Selectmen. th On 10 Article. Voted, the John H. Savary be allowed to work out his highway taxes for one-year under the direction of the Surveyor of his Ward; and that those who petitioned with him have the same privilege. Voted, that Andrew Larcom, have the same privilege granted him for one-year. Voted, that John Bell and those who live upon the road leading by his house, have the privilege of working out their highway taxes on said road for one-year - they having petitioned so to do. th On 11 Article. Voted, that the sum of six hundred dollars be appropriated for the repair of Highways & Town ways, and the sum of Two hundred dollars for extra Highways the ensuing year, to be expended at the discretion of the Selectmen. Voted, that one dollar ($1.00) per man, and not exceeding Three dollars ($3.00) per team of two yoke of oxen, driver and cart be allowed per day for labor on the highways; and ten cents (10 c.) per hour for each man employed in clearing snow. th On 12 Article. Voted, that the sum of Seven thousand dollars ($7000) be raised and assessed on the polls and estates within the Town for the purpose of defraying the debts of the Town, and the necessary expenses of the ensuing year. Voted, That the Treasurer & Collector deliver or cause to be delivered at the residence of each Inhabitant of the Town, as soon as may be after the taxes are made in each year, a bill of the taxes he has been doomed to pay, by the Assessors, and that notice shall be printed on said bill to all persons to call on said Collector and pay the same, stating the hours of the day when he will be at his office. Voted, that all taxes on personal and real-estate now due the Town, which shall not be paid on or th before the 15 of this month, be immediately put in suit by the Collector, commencing with the largest tax and so on to the smallest tax; and also, all taxes which may or shall be levied, and shall not be paid on or before the 1st day of February in the current year, then the collector shall immediately commence suit for the same, taking the largest tax first and so on to the smallest. Voted, that the Selectmen be required to see that the above vote be carried into effect by the Collector; excepting those individuals who may be at sea. Voted, that interest be allowed on all orders for six months (6 mths.) from the first day of March 1843 unless previously paid. Voted, that one hundred dollars be allowed the Assessors for their services, and that twenty dollars be allowed the Town Clerk for his services. Voted, that the Treasurer & Collector have one & half percent on all taxes collected for his services. Voted, that the vote usually passed allowing a discount on all taxes paid within specified times, be passed over. Voted, that the Report of the Overseers of the Poor be accepted, and that the thanks of the town be given them for their services. Voted, that the Report of the School Committee be accepted and that the thanks of the town be presented to them for their services. Voted, that the Report of the Firewards be accepted, and that the thanks of the town be given them for their services. Voted, that the Report of the Board of Health be accepted, and the thanks of the town be given them for their services. It was also Voted, that this Board cause a blank return to be delivered to every Sexton in the town, for the purpose of ascertaining the number of deaths, that annually occur within the town, as well as the age, occupation, and disease of each individual; and that each Sexton be required to file this return so far as they can, and deliver the same to the Board on the first day of March yearly. Voted, that the Surveyors in the several wards, call on all persons who owe highway taxes, to work out the same on the Highways and that they give them notice when they are about to commence working on the Highways. At a legal meeting of the Inhabitants of the town of Beverly in the County of Essex and Commonwealth of Massachusetts, qualified by the Constitution to vote for Representatives in the General Court, holden upon the third day of April, being the first Monday of said month, in the year one thousand eight hundred and forty-three, for the purpose of giving in their votes for a Representative of said Commonwealth, in the Congress of the United States, for District Number Two. The whole number of persons who gave in their votes was ascertained as is directed in the Revised Statutes (Chap. 4, Sec. 13) by counting the number of separate ballots given in, and the whole number of ballots was Eight hundred & forty-three. The Selectmen having made a statement to the town, in relation to the Highways and the road leading by John Bell’s house, it was Voted, that the whole subject be referred to the Selectmen, and that they be authorized, provided they are satisfied that road leading by said Bell’s house is a town way, to make such repairs as they deem reasonable and expedient. Also Voted, that the Selectmen, have full powers to make such repairs, in Liberty St. in particular, as in their judgment, they deem reasonable & expedient, and in relation to all other Highways, they be authorized to act & do what they judge will be for the best interests of the town. Voted, That the vote passed at the annual meeting allowing no Discount on taxes be now reconsidered. Voted, That 5 percent discount be allowed on all taxes paid before the first day of September next. Voted, that this meeting be dissolved, which was so declared to be. A true record. Attest.
