Recently, as described more fully in the attached material from Commissioner Pelonzi, the Fire Department has lost phone calls in midstream. One of these actually occurred during a multiple alarm fire. The Commissioner of Public Safety has determined that the system is no longer reliable. You will note that the vendor who has serviced the phone system has indicated that service is no longer available due to the age of the equipment. I have authorized the emergency transfer of $23,118.00 to replace this equipment immediately. The new system will be in place before year-end. It will be readily transferable to the new Public Safety Facility. This note is for informational purposes. I will request a transfer of funds at the rust meeting of the New Year. Boston's homeless have increased 50% in the last ten years and ten per cent in the last year alone. One contributing factor is the pressure on rents of a strong economy which tends to put rental units outside the reach of poor families. Beverly for some years has done an excellent job of providing food and meals to people in need. Beverly has been fortunate to have been able to place those in need of shelter at locations outside our city, particularly at the Crombie Street Shelter in Salem. Today, to quote the Mission Director, the Salem shelter is "overflowing the overflow." Recent discussions with social service and religious leaders in Beverly point to a very real and growing problem and the distinct possibility of a homeless person or persons in Beverly freezing to death on a cold winter's night for lack of shelter. It is difficult to fully define this problem but clearly there is a very real humanitarian concern. In addition there is a public safety concern. To the best of our knowledge a homeless person accidentally set the fire in the old Briscoe which could have threatened much of the downtown had the wind been stronger that day. The recent tragedy in Worcester also comes to mind. After discussion with those mentioned earlier, it is our desire and intent to create an austere temporary shelter for the period of freezing weather only. The plan would be to have a ten-bed capacity. We would utilize for this winter only the City owned former McDonald' s site. Operation Bootstraps and YMCA personnel would screen shelter candidates up until 5:00 p.m. each day for entry at 7:00 p.m. The shelter would be "dry," i.e. inebriated persons would not be eligible. Two security personnel would be on duty during the open hours between 7:00 p.m. and 7:00 a.m. No meals would be served. No shower facilities would be provided but sink and toilet facilities would be available. The operation would begin on January 4, 2000. Funds to operate for January and part of February are available from private charitable sources. I will request an appropriation of the City Council in January for the balance of funds needed to the anticipated closing date of April 1 when temperatures no longer drop below fleezing overnight. 1 have asked Operation Bootstrap officials to join with us tonight and look forward to discussion and questions regarding the above.
