Essex, ss: To one of the Constables of the town of Beverly Greeting.
You are hereby required in the name of said Commonwealth, to notify and warn in the usual
manner the qualified voters of said town, to meet at the Town Hall on Monday, the 11th day of March
current at Nine o'clock before noon, for the following purposes, viz.:
1st. To choose a Moderator.
2d. To choose town officers for the ensuing year and grant them such pay for their services as the
town may think proper.
4th. To see if the town will adopt any regulations in regard to the removal of Night Soil, and limit
the time of clearing vaults to the winter months or to such time as they may think best.
3d. To see if the town will cause the Hill on Essex Street near the house of George Groce to be cut
down, and the hollow near the house of Thomas Appleton to be raised.
5th. To see if the town will request the School Committee to re-establish a school in what was
Dodge's Row District.
6th. To see if the town will reestablish the School District System.
7th. To see if the town will authorize the sale ora lot of land conveyed to the town, bythe deed of
Hazadiah Smith, and others, and recorded in the Registry of Deeds, for Essex County Book 167, Leaf
266, May 1, 1801, and known as the "Hospital Lot."
8th. To see what measures the town will adopt in regard to a Soldiers and Sailors Memorial
monument, and in regard to a commemoration of the Two Hundredth Anniversary of the
incorporation of the Town of Beverly.
9th. To see what sums of money, if any the town will raise for the Aid of Families of Volunteers as
by law authorized.
10th. To adopt such measures, grants such sums of money and make such regulations in regard to
schools, throughout the town, and act and do anything respecting the same.
11th. To adopt such measures, grants such sums of money, and make such regulations in regard to
the construction and repairs of Highways throughout the town, and act and do anything they may
deem expedient in regard thereto.
12th. To grants such sums of money to be raised on the polls and estates within the town, for the
purpose of the defraying the debts of the town, and for the expenses of the current year, as maybe
deemed expedient, and make all necessary regulations and allowances respecting the same.
13th. To see if the town will except the Jury List as revised by the Selectmen.
Hereof fail not, but make due return of this warrant, with your doings thereon, before the time
appointed for said meeting.

At a legal meeting of the qualified voters of the Town of Beverly (held in pursuance of the warrant
recorded on two next preceding pages) at the Town Hall in said town on Monday the Eleventh day
of March in the year Eighteen Hundred and Sixty Seven, at Nine o'clock before noon, the same
being the Annual Meeting of said town, the meeting was called at the time appointed, bythe Clerk,
who read the warrant therefore - and it was
Voted by ballot, that the Hon. John I. Baker be Moderator.
Mr. Baker declined to serve, it was then
Voted by ballot, that the Hon. Frederick W. Choate be Moderator.
Voted by ballot, unanimously, that James Hill be Town Clerk.
Prayer was then offered by Rev. J. C. Foster of the 1st Baptist Church.
Then, in open town meeting, immediately after the Choice of Town Clerk, James Hill aforesaid was
sworn to the faithful discharge of the duties of the office of Town Clerk of the town of Beverly.

At One o'clock P.M. the voters again assembled and the meeting was called to order by the
Moderator. And it was
Voted, that the Report of the Committee chosen this morning to nominate candidates for School
Committee be deferred fill three o'clock this afternoon.
Voted, that Article 5 be laid upon the table fill Article 6 has been acted upon.
Article 6. Was then taken up, and a motion offered by Richard Dodge.
"That the town re-establish the School District System" was put to the meeting, and lost.
133 voting in the affirmative & 162 in the negative.
Article 5 was then taken from the table, and it was
Voted, that the School Committee be requested, to establish a School in what was Dodge's Row
School District.
Upon Article 7. In regard to the sale of the "Hospital Lot."
A motion to indefinitely postpone the subject of this article, was lost.
And on motion of honorable John I. Baker, it was
Voted that the whole subject of this Article be referred to the Selectmen, to report upon the facts in
the case at the adjournment of this meeting in April.
The Committee on Nomination of School Committee reported that they had agreed upon candidates,
and had caused a ticket bearing the names of the candidates agreed-upon to be circulated among the
voters.
The meeting the[n] proceeded to the Election of School Committee by ballot, and the following
persons were less chosen.
School committee for 3 years. Eben H. Moulton, Samuel Porter, Ephraim Hathaway, James Hill.
School Committee for 2 years. George S. Millett.
School Committee for 1 year. Zachariah Cole.
Upon Article 8. Soldiers' & Sailors' Monument & Two Hundredth Anniversary.
Voted, that a Committee of five be nominated by the Chair to take into consideration the whole
subject of this article and report thereon at some future meeting.
Voted, the John I. Baker, John Pickett, Francis E. Porter, Edward L. Giddings, and Joseph E. Ober,
be that Committee.
Upon Article 9. State aid.
Voted, that the Town Treasurer with the approval of the Seleetmen, be authorized to hire money,
from time to time, to pay the orders drawn by the Selectmen upon the Treasury, for the relief of
Families of Volunteers as authorized by law.
Upon Article 10. Schools.
Voted, that the report of the School Committee be accepted.
Voted, that the sum of Eight Thousand Five Hundred dollars be appropriated for the support of the
Schools in town the current year.
Voted, that the Report of the Board of Health be accepted.
Voted, that the Board of Health be instructed to take the same care of the Eastern portion of the
Cemetery where the town has sold lots as they do of the Western part.
Voted, that the Auditors' Report be accepted.
The Reports of the Selectmen, Engineers of the Fire Department, Trustees of the Public Library, and
Overseers of the Poor, were severally read, and accepted by the Meeting.
Upon Article 11. Highways.
Voted, that the sum of Three Thousand dollars be appropriated for the construction and repairs of
Highways throughout the town the current year.
Voted, that the sum of twenty cents per hour be allowed and paid for all labor performed upon the
Highways the ensuing year, and a proportional sum for teams, and all other services upon the
highways.
Upon Article 12. General Money Grant.
Voted, that the sum of Twenty Eight Thousand dollars be raised and assessed upon the polls and
estates within the town, to defray the debts of the town, and expenses of the current year.
Voted, that the Collector of Taxes, deliver or caused to be delivered, at the last and usual place of
abode, of each inhabitant of the town, or to such inhabitant in person, as soon as practicable after the
taxes have been assessed, a list of the taxes such person has been assessed, and that a discount of
three percent be allowed on all taxes of all persons who shall pay or settle all taxes due from them
on or before the fifteenth day of October next; and two percent on all who pay or settle on or before
the first day of December next, and on the First day of January next all taxes which have been
assessed in the town shall be paid, and interest at the rate of one percent a month shall be charged
on all taxes which shall remain unpaid, from and after said first day of January, until the same shall
be paid, and such interest shall be added to and considered a part of such taxes; and that so far as
practicable, the Collector shall on the First day of January next put in suit all taxes then due and
unpaid, commencing with the highest and so on to the lowest tax. Provided, always, that the
Collector shall make one demand for the tax before putting the same in suit.
Voted, that the Town Treasurer be authorized, with the approval of the Selectmen, to use the credit
of the town, to such an extent as may be necessary to meet the demands upon the Treasury when he
shall not be in funds from other sources.
Voted, that the sum of Three Hundred and Fifty dollars be appropriated for the Board of Health, to
be expended by them, for repairing and keeping in order the Cemetery grounds, and for the
contingent expenses of the Health Department.
Upon Article 12. Jury List.
The Jury List as revised by the Selectmen was amended by striking out the name of George Pierce,
and inserting the name of Joseph E. Ober, and it was
Voted, that the Jury List as revised by the Selectmen and as above amended be accepted by the town.

Voted, that when this meeting adjourns, it adjourn to the first Monday in April next at nine o'clock
in the forenoon.
Voted that this meeting now adjourn, and it was so declared by the Moderator adjourned to the first

Upon that portion of the The Annual Report of the Selectmen in reference to the grading of Rantoul
Street by the Salem Water Commissioners.
Voted. That the Citizens of Beverly, having as theybelieve mutual fights and interests with the City
of Salem in the prosecution of the Salem Water Works, refer the whole subject of re-grading Rantoul
Street, again to the hands of the Selectmen desiring them to pursue such a liberal policy, as would
seem to be warranted by the intimate relation of each of the parties to this great enterprise, and that
thc grade proposed by the Selectmen is satisfactory to the town.
Voted. That the Report of the Selectmen upon the "Hospital Lot" be accepted. Which report is as
follows.
"Upon the Article in reference to the"Hospital Lot" which was referred to the Selectmen, they would
make the following Report. We have examined the premises, and deed, and are of the opinion that
the Town have a good title to the land although the deed states it was conveyed to the town for the
purposes of erecting a hospital, subject to the rights of thc adjoining proprietors, to pasture the same
when there are no sick in the Hospital, and the Town are liable to fence in whenever they may order.
We cannot find that the Town have any right to thc beach, as the outside boundaries of the lot are
several rods back from the edge of the bank. We think the lot is too small for a place of public
resort, as it can only be reached by those who visit it, by a circuitous way leading from Hale Street,
should as has been contemplated, and asked for, by many of our citizens a way be laid out from Ober
Street to the lot, and thence to the beach, it would involve a large expense to the Town, and thc Town
rather than go to this expense, had better sell and dispose of all the right and title in the premises,
whenever an adequate compensation can be obtained. Respectfully submitted. Joseph L. Wilson

A motion "to give power to the Selectmen to dispose of the fights of the town in the "Hospital Lot"
was put and lost.
A Report of the Selectmen upon the 3d article of the warrant which was referred to them, was read
and accepted. Which Report is as follows.
"In regard to the subject of the 3d article in the warrant in reference to
reducing the grade of road on Essex Street near the house of George Groce, and filling the Hollow
near the house of Thomas Appleton, which was referred to the Selectmen they would submit the
following report. We have examined the road (as well as we could there being snow upon the
ground) and think it inexpedient to spend much money upon the same, although the Hill is rather
steep, no worse, but better, then many other places from which we hear no complaint.
