1872-03-04Commonwealth of Massachusetts Essex ss:The one of the Constables of the town of Beverly. - Greeting. You are hereby required in the name of said Commonwealth, to notify and warn in the usual manner, the qualified voters of said town to meet at the Town Hall in said town, on Monday the Fourth day of March next, at Nine o’clock forenoon, for the following purposes, viz.:- 1st. To choose a Moderator. 2d. To choose town officers for the ensuing year, grant their pay, and take action on the Reports of the several Boards of town officers, and of Committees. 3d. To see if the town will furnish Lamp Posts at the corners of Dane, Charnock and Elliott Streets, as petitioned for by Israel F. Lee & others. 4th. To see if the town will purchase a Hose Carriage, with suitable apparatus, and locate the same at Centerville, as petitioned for by Zachariah Cole and others. 5th To act on the application of Post No. 89, Dept. of Mass. Grand Army of the Republic, for an appropriation of two hundred dollars to defray the expenses of Memorial Day. 6th. To take action upon the suit of Esther A. Caldwell against the town. 7th. To adopt such measures, grant such sums of money, and make such regulations in regard to the repairs and improvements of the Highways and town ways of the town, as may be deemed expedient. 8th. To adopt such measures, grant such sums of money, and take such action in regard to Schools and School houses, throughout the town as may be deemed expedient. 9th.. To grant such sums of money to be raised and assessed upon the polls and estates within the town, and for the expenses of the current year, as may be deemed expedient and make all necessary regulations and allowances respecting the same. Also, to authorize the Town Treasurer, to borrow, on the credit of the town, such sums of money, from time to time, as may be necessary to meet the liabilities of the town, and to provide for the payment of State Aid for the Families of Volunteers. th 10. To see if the town will approve the Jury List, as revised by the Selectmen. Hereof fail not, but make due return of this warrant, with your doings thereon before said time. James Hill Town Clerk At a meeting of the qualified voters of the town of Beverly, held (in pursuance of the warrant recorded on the two next preceding pages) at the Town Hall in said town, on Monday the Fourth day of March in the year Eighteen hundred and seventy-two, at Nine o’clock in the forenoon. The meeting was called to order by the Clerk at the time appointed, who read the warrant therefore, and it was- Voted, by ballot, (unanimously) that Freeborn W. Cressy be Moderator. Prayers were then offered by Rev. J. C. Foster. Voted by ballot, (unanimously) that James Hill be Town Clerk. Then in open town meeting, immediately after the election of Town Clerk James Hill above named was sworn to the faithful discharge of the duties of Town Clerk of the town of Beverly, by and before meet Freeborn W. A motion that the committee of five from each highway ward be appointed to nominate a Surveyor of Highways from each ward; and also, a motion that the Selectmen be Surveyors of Highways for the current year, were put to the meeting and decided in the negative. Voted, to proceed to an open nomination from the floor. A motion to reconsider this last vote was lost. The following officers were then elected by hand vote. At half past one o’clock P.M. the voters again assembled, agreeably to the adjournment, and were called to order. The Auditors’ Report, was presented and accepted. The Reports of the Selectmen, Overseers of the Poor, and Trustees of the Public Library were severally read and accepted, and it was Voted, that the Selectmen’s Report be printed in the Beverly Citizen at the expense of the town. Upon Article 3.Petition of the Israel F. Lee, for Street Lights. Voted, that prayer of the petitioners be granted. Upon Article 4. Petition of the Z. Cole & others for Hose Carriage. A motion that the prayers of the petitioners be granted, was put to the meeting and decided in the negative. Upon Article 5.Petition of G. A. R. Post 89. Voted, that the prayer of the petitioners be granted, and that the sum of Two Hundred dollars be appropriated for the purpose of decorating Soldiers’ graves, to be expended under the direction of Post No. 89 of the Grand Army of the Republic. Upon Article 6.Suit of Esther Caldwell. Voted, that the whole matter be referred to the Selectmen, with full power to act in the premises, as they may judge for the interests of the town. Upon Article 7.Highways. Voted, that the sum of seven thousand dollars be appropriated for the repairs and improvements of the Highways, and town ways throughout town the current year, and that the expense be limited to that sum. Voted., that the sum of twenty-five cents per hour, for each man, and twenty cents per hour for each horse and cart, and twenty cents per hour for each pair of oxen and cart, be allowed and paid for all labor performed upon the Highways the current year. A motion “that the vote passed heretofore authorizing the Selectmen to grade the streets, be rescinded” was discussed and indefinitely postponed. Voted, that all new jobs upon the highway commenced during the current year, be done by the day. Upon Article 8.Schools. A motion, “that the School Committee be instructed to employ a Superintendent of Schools,” was put to the meeting, and decided in the negative. Voted, that the sum of eighteen thousand dollars, be appropriated for the support of Schools throughout the town the current year. Voted, that the High School be located in the same place now occupied by said School for the current year. Upon Article 9.Money Grant. Voted, that the sum of eighty thousand five hundred dollars be raised and assessed upon the polls and estates within town, for the purpose of defraying the expenses of the current year. Voted, that the sum of twenty cents an hour, for each horse and carriage, and no more, be paid for all horse hire by town officers, for the current year. Voted, that the Collector of Taxes receive one percent of all monies collected by him and paid into the Treasury, of the town, which shall be in full compensation for his services. Voted, that the salary of the Town Treasurer be three hundred dollars for the current municipal year. Voted, that the salary of the Town Clerk be one hundred dollars for the current municipal year. Voted, that the Collector of Taxes deliver or cause to be delivered at the last and usual place of abode of each inhabitant of the town who may be taxed, or to such inhabitant in person; as soon as practicable after the taxes have been assessed, a list of the taxes assessed upon such person, accompanying which list shall be a notice of the time and place, where the Collector will be present to receive the taxes and also a notice of the meetings of the Assessors, to determine upon abatements. No discount shall be allowed, on any taxes paid, and interest at the rate of one percent a month shall be charged upon all taxes not paid on or before the first day of December next which interest shall be added to and considered a part of said taxes, and that so far as practicable the Collector shall on the first day of January next, put in suit all taxes then unpaid, commencing with the highest and so on to the lowest tax. Voted, that the Town Treasurer be authorized to borrow on the credit of the town, upon notes approved by the Selectmen, such sums of money as may from time to time be found necessary to meet the liabilities of the town, and the payment of State Aid to the Families of Volunteers. Voted, that the Jury List as revised by the Selectmen be accepted. (This list is recorded on page 432 of this book) Voted, that when this meeting adjourns, it adjourn to the first Monday of April next a one o’clock, afternoon at this place. James Hill, Town Clerk At a legal meeting of the qualified voters of the town of Beverly, held at the town hall on Monday April first, in the year Eighteen hundred and seventy-two, the same being an adjournment of the Annual March Meeting. The meeting was called toward by Freeborn W. Cressy the Moderator. It appearing that James Hill, Town Clerk, a was not present by reason of illness, the Selectmen called upon the qualified voters present to elect a Clerk pro Tempore. The ballots given in therefore were sorted and counted by the Selectmen, who declared that John I. Baker was elected as Clerk by a unanimous vote, and he was sworn by the Moderator to the discharge of the duties of said office of said meeting. The following persons were chosen Field Drivers to fill vacancies cause by the declination of persons th chosen at the meeting of March 4 1872. Ward 1. Charles H. Odell and Alden Harris, who both declined when Jesse Dame and Davenport Tuck were chosen. Ward 2 Levi Cole, Jeremiah Foster, Ward 3 Fred T. Obear, James D. Abbott, Ward 4, Isaac Smith, Joseph E. The Reports of the School Committee and the Board of Engineers were each accepted by vote, and so much of the School Committee’s Report as related to the School Houses being fully discussed and on which it was. Voted, to leave the whole subject to the Selectmen and School Committee with full powers to proceed as in their judgment the interest of the town may require. A true record. Attest.John I.
