1862-11-05Commonwealth of Massachusetts Essex, ss. To one of the Constables of the Town of Beverly. Greeting. You are hereby required in the name of said Commonwealth, to notify and warn in the usual manner the qualified voters of said Town to meet at the Town Hall on Wednesday the 5th day of November next at ½ past 3 o'clock afternoon for the following purposes, viz.: First, to decide the manner of choosing a Moderator and to choose the same. Second, to see what specific instructions the Town will give the Selectmen, in regard to paying the Bounty to Volunteers already voted by the Town, and to see if they will extend said Bounty to persons who have been permanently and honorably discharged from any corps now in service, and also to the widows and dependents of such persons as have died or may hereafter die in the service where such persons have not already received a bounty from any city or Town. Hereof fail not, but make due return of this warrant with your doings thereon before the time appointed for said meeting. Given under our hands and seal this 23th day of October A.D. 1862. Pursuant to the foregoing warrant I have notified the persons therein named as therein directed by posting notices thereof at or near each of the public meeting houses in Town according to the Town Regulations. At a legal meeting of the qualified Voters of the Town of Beverly held, in pursuance of the warrant recorded on the next preceding page, at the Town Hall in said Town on Wednesday the fifth day of November A.D. 1862, at half past three o'clock, afternoon. - it was Voted, that a Moderator be chosen by hand vote, and Hon. John I. Baker was then chosen Moderator. Voted. that the terms of the vote of this Town of August 21st A.D. 1862, agreeing to pay a bounty of One Hundred dollars to all Beverly men then in the active service in the Army of the United States, be so extended as to include all those who have enlisted since the original three months service of 1861, as part of the quota of this town, whether now in service, or honorably discharge or deceased, and who have not received a bounty from any state or from any city or Town, and the Selectmen be authorized to pay the same on or before the first day in December, next, with interest thereafter, to the parties in person or to their especially authorized agents.- parties deceased to be represented by their lawful heirs, - and whenever the Selectmen in conjunction with the Union Committee are satisfied that it would not be for the interest of the parties to pay these bounties, they may be authorized to withhold the same till better satisfied or further instructed, when they are to pay the same with interest.
