1862-08-21 Commonwealth of Massachusetts. Essex, ss. To the Constables of the town of Beverly. Greeting. You are hereby required in the name of said Commonwealth, to notify and warn the qualified voters of said Town, (by leaving at each dwelling house in the town a written or printed notice of the time, place and objects of the meeting, at least one hour before the time appointed for holding the meeting) to meet at the Town Hall on Thursday the 21st day of August current at 4 o'clock P.M. for the following purposes, viz.:- 1st. To decide the manner of choosing the Moderator, and to choose the same. 2d. To make such provisions in regard to the town's quota of nine months men called for by the Government, as well as for any other Beverly men now enlisted, or that may enlist, as may be deemed expedient; and for these purposes to raise money, authorize the use of the credit of the town, or take any other measures necessary. Hereof fail not, but make due return of this warrant, with your doings thereon, one hour at least before the time appointed for said meeting. Given under our hands and seal, this 19th day of August, in the year of our Lord Eighteen Hundred and Sixty Two. Pursuant to the foregoing warrant I hereby notify and warn the qualified voters of said Town to meet at the time, place and for the purposes set forth in said warrant. Constable of Beverly. Essex, ss. Beverly August 21st A.D. 1862. 2:00 PM. Pursuant to the foregoing warrant we have notified the persons therein named as therein directed by leaving a copy of said warrant, with a copy of the notice thereto annexed, (with our signatures affixed thereto), at each dwelling house in town. And we have performed said Service in the several School Districts as follows, viz.. Bass River District by me John H. Chipman Dodge's Row District by me John H. Chipman South District by me John R. Tibbetts Cove District by me Wm. P. Moses Bald Hill District by me Wm. P. Moses Constables of Beverly Washington District by me Israel Trask 5th East & West Farms Districts by me George T. As a legal meeting of the qualified voters of the town of Beverly, held (in pursuance of the warrant recorded on the next preceding page) at the Town Hall on Thursday the 21st day of August A.D. 1862 at 4 o'clock afternoon the meeting was called to order at the time appointed, by the Clerk, who read the warrant therefore.- And it was- Voted. the Moderator be chosen, by hand vote, and Hon. John I. Baker was thus chosen. Voted, that the Selectmen of this Town be authorized to allow and pay in addition to the customary allowance for the benefit of the families of volunteers the sum of One Hundred Dollars, to each person, who as a part of the quota of this town, shall within the time required by the orders of Government, be duly enlisted into the volunteer service of the United States, in the Beverly Company now recruiting for nine months service, payable when mustered into the service; and also to pay the like sum to all Beverly men now in the active service of the Army of United States, who have not already received a bounty from this Town are any other city or town. Voted, that the Town Treasurer be authorized, with the approval of the Selectmen to use the credit of the town, to hire money on the best terms practicable, both as to time and interest, sufficient to pay all orders of the Selectmen drawn on the above account, and for all reasonable expenses incurred or to be incurred here in recruiting for the three years or nine months service. The Selectmen having announced to the meeting that the sum of One Thousand Dollars had been contributed by Hon. Charles G. Loring & others "in aid of the Families of Volunteers for the war from the town of Beverly." Voted. that the Town Treasurer be authorized to receive in behalf of the town, the One Thousand Dollars subscribed by Hon. Charles G. Loring (200) G. Holland Shaw Esq. (200) Martin Brimmer Esq. (200) Richard T. Parker Esq. (100) Augustus Lowell Esq. (100) William D. Pickman Esq. (100) and Hon. George B. Upton (100) in aid of the families of volunteers for the war from the town of Beverly, as well as whatever else may be subscribed and paid for the same purpose, and the Selectmen and joint Committee who have heretofore disbursed the Union fund subscribed by our Citizens the last year, be requested and authorized to use these funds now subscribed, or that may be subscribed, for the purpose indicated by the subscribers. Voted. that the thanks of the Town be given to the Hon. Charles G. Loring, Hon. George B. Upton, Martin Brimmer, Richard T. Parker, G. Howland Shaw, Augustus Lowell and William D. Pickman Esq.s for their very liberal "subscription in aid of the families of volunteers for the war from the Town of Beverly." The business of the meeting being finished, William Whiting Esq. of Roxbury (a lineal descendant of our Roger Conant) now residing at his seaside residence in this Town, was called upon and made a patriotic and stirring address to the meeting.
