Essex, ss. To one of the Constables of the town of Beverly. Greeting.
You are hereby required in the name of said Commonwealth to notify and warn in the usual
manner the qualified voters of said town to meet at the Town Hall on Monday the Ninth day of
March next at Nine o'clock before noon for the following purposes. Viz.-
1st. To choose a Moderator.
2d. To choose town officers for the ensuing year and grant them such pay for their services as they
may think proper.
3d. To see if the Town will grant a bounty to citizens of Beverly, who have enlisted in the naval
service of United States, during the present war, and to the families of such as have died while
employed in the United States Navy during the present war: Per petition of Gustavus Ober & others.
4th. To see if the town will instruct the Selectmen to pay the balance of the bounty money now due
to Joseph Grush and to Samuel Greer, which the Town have voted to pay. Per petition of John L.
Smith and others.
5th. To vote upon the question of abolishing the School Districts in the town as required by the
Fourth Section of the Thirty Ninth Chapter of the General Statutes.
6th. To see what measures the town will adopt to protect themselves from the unlawful traffic in
intoxicating liquor and the evil consequences resulting therefrom.
7th. To act upon the Report of the Committee appointed April 7th A.D. 1862 to take into consideration
the revision of the Bylaws & Regulations of the town.
8th. To adopt such measures, grant such sums of money, and make such regulations in regard to
Schools throughout the town, and act and do anything respecting the same they may deem expedient.
9tu. To adopt such measures, grant such sums of money, and make such regulations in regard to the
construction and repairs of the Highways and town ways, throughout the town, as they may deem
expedient.
10th. To see what sums of money, if any, the town will raise for the aid of Families of Volunteers,
as by law is authorized.
11th. To grant such sums of money, to be raised upon the polls and estates within the town, for the
purpose of defraying the debts of the town, and for the expenses of the current year, as may be
deemed expedient, and make all necessary regulations and allowances respecting the same.
12th. To see if the town will except the Jury List as revised by the Selectmen.
Hereof fail not but make due return of this warrant with your doings thereon before the time
appointed for said meeting.

meeting houses in town, according to the town regulations.

At the legal meeting of the qualified voters of the town of Beverly held in pursuance of the warrant
recorded on the next two proceeding pages, at the Town Hall on Monday the Ninth day of March in
the year Eighteen Hundred Sixty Three at Nine clock before noon, the same being the Annual March
Meeting of said town.
The meeting was called to order at the time appointed, by the
Clerk who read the warrant therefore, and received the ballots for Moderator-and it was
Voted. by ballot, that Hon. John I. Baker be Moderator.
Prayers with an offered by Rev. Joseph C. Foster.
Voted by ballot, unanimously, that James Hill be Town Clerk.
Then in open town meeting, immediately aider the above choice James Hill aforesaid was sworn to
the faithful discharge of the duties of the office of Town Clerk of the town of Beverly, by and before
me

Voted, That a Committee of three from each highway ward be appointed by the Moderator to
nominate Surveyors of Highways and Field Drivers in their respective wards, and report the first
thing in the afternoon, which Committee was appointed by the Moderator.

Pound Keeper. Charles H. Patch, who declined, and was excused by the meeting, whereupon
Charles N. Wallis was elected.
Clerk of the Market. Gorham A. Howard.
Voted. That the Town Treasurer be paid the sum of fifty dollars for his services the current year.
Voted, That the subject of the pay of the Collector of Taxes be laid upon the table until after the
meeting have acted on the 11th article of the warrant.
The Auditor's Report, was then presented, and laid upon the table.
The several Reports, of the Selectmen, Overseers of the Poor and Fire Depaxhuent, were then read
and accepted.
The Report of the Board of Health was read, and recommitted to the Board of Health to report more
fully at the adjournment of this meeting in April.
Noon having arrived, it was voted to adjourn till half past one o'clock afternoon, at which time the
voters again assembled.
The Committee appointed by the Moderator to nominate persons for Surveyors of Highways, and
Field Drivers in the several highway wards, made this report and upon their recommendation and
nomination the meeting elected the following persons by hand vote, to be Field Drivers and
Surveyors of Highways.

Upon Article 3. Petition of Gustavus Ober and others.
The following motion. "That the Selectmen be instructed to pay a bounty of One Hundred
dollars from the town treasury to any citizen of Beverly enlisted as seamen, ordinary seamen or lands
men, in the naval service of the U.S. after the commencement of the present rebellion, or to the
family, heirs or legal representatives of any such citizen who has died or been honorably discharged
from the naval service of the U.S. since Jan. 1, 1862, who have not received any bounty or prize
money and have none due them, and make up the same amount to those who may have received
fractional parts of the same."-which was offered by the Gustavus Ober, was put to the meeting and
lost.
Upon Article 4. Petition of J. L. Smith and others.
A motion, to instruct the Selectmen to pay the bounty according to the prayer of the petitioners, was
put to the meeting and lost.
Upon Article 5. Abolishing School Districts.
Voted, that the town will not abolish the School Districts.
Upon Article 6. Liquor Traffic.
Voted, That the Selectmen take such measures as they may deem necessary in behalf of the town,
in regard to the enforcement of all laws for suppressing and regulating the sale of intoxicating liquors
with/n the town, and that they are hereby specially instructed to pwsecute all known violations of
the Liquor Law.
Upon Article 7. Bylaws and Regulations.
Voted, to lay this article upon the table.
Upon Article 8. Schools.
Voted. That the sum of Six Thousand five hundred dollars be appropriated for the support of the
Schools throughout the town the current year.
Voted. that the appropriation for the High School be postponed to the adjournment of this meeting
in April, until after the School Committee have made their Report.
Voted, that Five thousand five hundred dollars, of the sum appropriated for Schools, be appropriated
for the support of the District Schools, throughout the town the current year, and that the same be
distributed and expended as follows, viz..
Seven hundred dollars thereof, to be divided equally among the several School Districts; and the
balance thereof, amounting to Four thousand eight hundred dollars, be divided among the several
School Districts, in proportion to the number of children in each District on the first day of May next
between the ages of five and fifteen years.
A motion to rescind, the vote dividing seven hundred dollars equally among the School Districts was
put to the meeting and lost.
Voted, that the Prudential Committees be chosen by the several School Districts, and that they be
authorized to select and contract with teachers.
Voted, that the High School be kept in the same place as last year.
Upon Article 9. Highways.
Voted, that the sum of Twenty Two hundred dollars be appropriated for the construction,
improvement and repairs of the Highways and town ways throughout the town the coming year, and
for the Snow Bills of the past season.
Voted that the sum of fifteen cents per hour, be allowed each man for all labor performed upon the
Highways, the ensuing year, and that the sum of fifteen cents per hour, be allowed each team which
shall include carts, and all other tools except ploughs, and that the sum of twenty-five cents per day
be allowed for the use of the plough, and that Surveyors in the several wards, shall distribute the
labor as far as practicable, as equitably among taxpayers as possible.
Upon Article 10. Relief to Soldiers Families.
Voted. that the Town Treasurer, with the approval of the Selectmen, be authorized to hire money,
from time to time, to pay the orders drawn upon the Treasury by the Selectmen, for the Relief of
Families of Volunteers, as authorized by law.
Upon Article 11. Money Grant.
Voted. that the whole subject of raising money under this article be postponed to the adjournment
of this meeting April
Voted. that the subject of the pay of the Collector of Taxes be also postponed to the adjournment of
this meeting in April.
Upon Article 12. Jury List. (Recorded p. 149)
Voted. that the Jury List as revised by the Selectmen, be accepted.
Voted. that the thanks of the town, be given to the Trustees of the Relief Fund, and also to the Union
War Committee for their gratuitous services during the past year.
Voted that the Report of the Committee on Bylaws and Regulations be taken from the table.
Voted, that the Regulations be acted upon first.
Voted. that the subject be recommitted to the Committee with instructions to report in print at the
adjournment in April
The Report of the Trustees of the Public Library was read and accepted.
Voted that the sum of four hundred dollars be appropriated for the maintenance of the Public Library
the current year.- 213 in favor of 199 opp.
Voted, that this meeting now adjourn to Monday the sixth day of April next at one o'clock afternoon,
and it was so declared adjourned by the Moderator.
