2000-12-11 BEVERLY AIRPORT COMMISSION MINUTES OF THE REGULAR MEETING DECEMBER 11, 2000 PRESENT: Commissioners Barnico, Duval, Eaton, Farmer, Gourdeau, Lydon, Mahoney, Nelson, Rosen, Vitale, and White ABSENT: None PUBLIC: Ken Lewis, Gerry Nelson, Ken Robinson, Richard Mello, Peter Simpson, Gary Kerr, Craig Schuster, and Dave Graham A. CALL TO ORDER: Chairman Farmer called the meeting to order at 7:30PM. 1. Presentation: · Edwards & Kelsey – Dave Graham spoke to the Commission regarding the recent Airport 5-Year project plan meeting at M.A.C. 2. Reading of the Minutes for November 2000 – Chairman Farmer called for a reading of the minutes from the November meeting. Vice Chairman Eaton made a motion to accept the minutes, seconded by Commissioner Gourdeau. Motion passed unanimously. 3. Reading of the Financial Report – Chairman Farmer called for a reading of the financial report. Commissioner White gave the financial report for November 2000. Commissioner Duval made a motion to accept the financial report subject to audit, seconded by Commissioner Gourdeau. Motion passed unanimously. B. OLD BUSINESS: · Wyler Lease Draft – Copies of the proposed lease were included in the packets. Discussion and comments ensued. Chairman Farmer said Mr. Wyler requested that whatever the agreed upon rate and term that he be able to pay it off in a lump sum. Pros and cons were discussed. Commissioner White would compute estimates of lump sum payment based on a 20-year term with 5-year CPIs. Some minor changes will be made in the proposed lease. The Airport Manager will coordinate with Greg Wyler on further steps. 1 BEVERLY AIRPORT COMMISSION MINUTES OF THE REGULAR MEETING DECEMBER 11, 2000 C. NEW BUSINESS: · Election of Beverly Airport Commission Officers for 2001 – Chairman Farmer announced that the offices of Chairman and Vice Chairman were up for election and needed to be voted on. Chairman Farmer called for nominations from the floor for Chairman. Commissioner Lydon nominated Bob Farmer as Chairman, seconded by Commissioner Duval. Vote was unanimous for Bob Farmer. Commissioner Gourdeau nominated Paul Vitale for Vice Chairman, seconded by Commissioner Barnico. Commissioner White nominated Bruce Eaton for Vice Chairman, seconded by Commissioner Nelson. With two nominations showing, Chairman Farmer asked for a show of hands for those in favor of Paul Vitale as Vice Chairman (there were five (5) hands raised). Chairman Farmer asked for a show of hands for those in favor of Bruce Eaton as Vice Chairman (there were five (5) hands raised). Chairman Farmer broke the tie by voting for Paul Vitale as Vice Chairman. All thanked Bruce Eaton for a job well done as Vice Chairman for the last two years. D. AIRPORT MANAGER’S REPORT: The Airport Manager’s report for the 12/11/00 BAC meeting was included in the commission packets. The Airport Manager updated the Commission on one event that had taken place since the packet mailings, the Mayor’s approval to Ransom for oil removal, soil sampling, and risk characterization at the Gurnard building. F. CHAIRMAN/COMMISSION COMMENTS: · Commission members critiqued the Airport Master Plan Executive Summary. · Chairman Farmer talked about the Gurnard buildings and the proposed Ransom tasks. Airport Manager Mezzetti will get the exact locations where boring will occur. · Chairman Farmer updated the Commission on the School Department’s use of airport property. Airport Manager Mezzetti will call the School Department to see if they decided to stay or leave. · Chairman Farmer requested a letter be sent to tiedown customers that tiedown customers cannot park their cars on airport ramp areas. 2 BEVERLY AIRPORT COMMISSION MINUTES OF THE REGULAR MEETING DECEMBER 11, 2000 · Chairman Farmer introduced Gary Kerr who has volunteered to create a website for BAC. Various applications were discussed. Anyone with suggestions for inclusion on the website can contact the Airport Manager. · Fish & Game special permission for municipal employees was also discussed for controlling airport deer populations. G. ADJOURNMENT: Motion to adjourn made by Commissioner Gourdeau, seconded by Commissioner Barnico. Motion passed unanimously. 3
