Essex, ss. To either of the Constables of the town of Beverly in said County, Greeting:
You are hereby required in the name of said Commonwealth, to notify and warn in the
manner prescribed by the orders of the town, the qualified voters of said town to meet at the Town
Hall in said Beverly, on Thursday the twenty-fourth day of August current at eight o'clock afternoon,
for the following purposes, viz.;
1st.. To choose a Moderator.
2d. To hear and act upon the report of the committee appointed at the annual meeting in
March 1893 to take a correct census of the inhabitants of the town, - as per petition of Charles H.
Odell and others.
3d. To see if the town will authorize a loan to be made under the provisions of chapter two
hundred fifty of the Acts of the Legislature for the year eighteen hundred and ninety-three, and to
provide for the payment thereof as provided by said chapter.
4th. To see if the town will appropriate the sum of five thousand dollars to have the garbage
and swill collected for the term of one year,- as per petition of the Board of Health.
Hereof fail not, but make due return of this warrant with your doings thereon before the time
of holding said meeting.
Given under our hands and seal this twelfth day of August in the year one thousand eight
hundred and ninety three.

Pursuant to the foregoing warrant, I have notified the persons therein named as therein
directed as required by the Town Orders.

At a legal meeting of the qualified voters of the town of Beverly held, in pursuance of the
warrant recorded above, at the Town Hall in said town on Thursday the twenty-fourth day of August
in the year one thousand eight hundred and ninety-three at eight o'clock afternoon,
the Meeting having been called to order at the time appointed by the Town Clerk who read the
warrant therefore, it was
Voted, that the Moderator be chosen by open nomination and hand vote.
It was
Voted, that Freeborn W. Cressy be Moderator.
Upon Article 2 Census.
The committee to whom this subject was referred presented the following
report.
"Report of the Census Committee.
To the inhabitants of the town of Beverly in the County of Essex and
Commonwealth of Massachusetts:
The committee appointed under and by authority of the 19th article of the
warrant for the annual town meeting of the inhabitants of said town of Beverly, held on the sixth day
of March A.D. 1893: "To see if the town will authorize a correct census of the inhabitants of the
town to be taken, under the direction of a committee of five to be selected by the town, and to report
the number thereof at a special meeting to be called for that purpose during the year 1893." The
committee have attended to that duty and submit the following report:-
Your committee had the census taken by precincts as established by the town, and appointed
as enumerators, John A. Ober for precinct one, Fred R. Wilson for precinct two, Charles H.
Anderson for precinct three, George F. Cheney for precinct four, and William H. Twohig for precinct 5.
The enumerators entered upon their duties in June and completed their work the early part
of July.
The returns made by the enumerators of the number of the inhabitants found by them in their
respective precincts which were signed and sworn to by each of them, are as follows:
Precinct one (1) fourteen hundred and ninety-nine (1499)
Precinct two (2) twenty one hundred eighty-four (2184)
Precinct three (3) thirty two and hundred sixty (3260)
Precinct four (4) twenty nine hundred and eight (2908)
Precinct five (5) thirty two hundred and sixty (3260)
Making the total number of the inhabitants of the town thirteen thousand one hundred and
eleven (13,111).
We have had the names of the inhabitants of the town as returned to us, copied, and the
original and copy bound in book from, both of which we have filed with the Town Clerk. The sum
of one thousand dollars was appropriated to defray the expenses of taking the census, of that sum
we have paid to the enumerators and for printing six hundred and twenty-two dollars, leaving three
hundred and seventy-eight dollars unexpended.
We hereby certify that to our best knowledge, belief, and information, the number of the
inhabitants of the town of Beverly is thirteen thousand one hundred and eleven (13,111).

It was
Voted, that the report of the committee be accepted.
Upon motion of Charles H. Odell it was
Voted, that the Selectmen be requested to call a town meeting within fifteen days from today
for the purpose of applying for and consenting to a city government for the town of Beverly, with
the powers, privileges and immunities enumerated in the articles of government set forth in chapter
three hundred and seventy-seven of the Acts of the Legislature for the year eighteen hundred and
ninety-two.
Upon Article 3. Sewer Loan.
Upon motion of Isaac H. Edgett it was
Voted, unanimously, "That the Selectmen be instructed to negotiate a loan not exceeding
$100,000 - for the purpose of paying the expense of the construction of the system of sewerage for
the town; said loan to be made in accordance with provisions of Chapter 250 of the legislative acts
of 1893."
Upon motion of Isaac H. Edgett it was
Voted, unanimously, "That there be assessed annually upon the polls and estates of the town
an amount sufficient to pay the interest on said loan as it accrues and the sum of $4000 - on the
principal thereof, until such time as the whole amount of the indebtedness incurred by said loan shall
be extinguished."
Upon Article 4. Collection of Garbage, etc.
A motion by Perry Collier that action upon this article be indefinitely
postponed was lost.
Upon motion of John I. Baker it was
Voted, that this subject be referred to the Board of Health.
It was
Voted, that this meeting be dissolved.
