1892-08-11 Commonwealth of Massachusetts Essex, ss. To either of the Constables of the town of Beverly, in said County, Greeting: You are herebyrequired in the name of said Commonwealth to notify and warn in the manner prescribed by the regulations of the town, the qualified voters of said town to meet at the Town Hall, in said Beverly, on Thursday the eleventh day of August current at eight o'clock afternoon, for the following purposes, viz.; 1st. To choose a Moderator. 2d. To see if the town will construct a suitable sewer from the factories of the Beverly Building Association, - as per petition of Austin Whitcomb and others. 3d. To see if the town will instruct the committee on bylaws to consider the standing orders of the town and report such changes and additions therein as seem to them advisable, - as per petition of Roland W. Boyden and others. 4th. To see if the town will lay out walks, and concrete them, upon the lot of land commonly called the Town Hall Square, and place thereon such number of stationary settees as may be deemed desirable, - as per petition of Ephraim M. Bates and others. 5th. To see if the town will release to William Stopford, and his heirs and assigns, a right of way over the land situated at the junction of Rantoul Street and Pond Street which land was conveyed to the town by deed of said Stopford, - as per petition of William Stopford. Hereof fail not, but make due return of this warrant with your doings thereon before the time of holding said meeting. Pursuant to the foregoing warrant, I have notified the persons therein named as therein directed, by posting notifications stating the time, place and objects of said meeting at each of the several places in time required by the Town Regulations. At a legal meeting of the qualified voters of the town of Beverly held, in pursuance of the warrant recorded above, at the Town Hall in said Beverly on Thursday the eleventh day of August in the year one thousand eight hundred and ninety-two at eight o'clock afternoon, the Meeting having been called to order at the time appointed by the Town Clerk, who read the warrant therefore, it was Voted, that the Moderator be chosen by open nomination and hand vote. It was Voted that Freeborn W. Cressy be Moderator. Upon Article 2. Sewer. (Beverly Building Association) Upon motion of Austin Whitcomb, as amended by William Stopford, it was Voted, "that the Selectmen are hereby authorized to lay a sewer, beginning on Rantoul Street near its junction with Edwards Street and continuing to such outlet as the Selectmen may deem desirable, by such route as to the Selectmen seems most desirable, and that the proportion of the expense of laying said sewer which shall be assessed on the abutters or others who may use said sewer, to become due when the sewer is used by them, shall be determined by the Selectmen. The size and manner of constructing said sewer shall be left entirely with the Selectmen to do as they consider will be for the best interest of the Town." Upon Article 3. "Standing orders." Upon motion of Perry Collier it was Voted that the prayer of the petitioners be granted. Upon Article 4. Walks and Settees on Town Hall Square. Upon motion of Dudley N. Griffin it was Voted that this Article be referred to the Selectmen. Upon Article 5. Right of Way to William Stopford. Upon motion of Dudley N. Griffin it was Voted, that the town grant to William Stopford and his heirs and assigns a right-of-way over the whole of the lot of land situated at the corner of Rantoul Street and Pond Street which land was conveyed to the town by deed of said Stopford. Upon motion of Austin Whitcomb it was Voted, unanimously, "that in order to provide for the expenditures voted at this meeting, the Treasurer be authorized, with the approval of the Selectmen, to hire such sums of money as may be necessary and to issue notes of the Town therefore."
